This role is essential for ensuring efficient and cost-effective procurement of goods and services across all Busy Bees Singapore Childcare centres, while serving as a key analytical and operational expert within the Procurement team. The Procurement Executive will support and execute strategic sourcing initiatives, perform procurement analysis, and manage various aspects of the procurement cycle. This position requires a highly motivated individual capable of delivering both strategic insights and precise daily execution.

Key Responsibilities:

Strategic Sourcing and Vendor Management:



o Identify and source potential vendors for various goods and services, whilst continually seeking avenues for quality improvement and cost reduction.
o Manage vendor relationships and performance, ensuring adherence to contractual obligations and quality standards.
o Proactively manage supplier risk and performance, establishing clear KPIs and conducting regular vendor reviews as directed.
o Execute strategic sourcing projects for assigned categories under the Procurement team, including market research and Total Cost of Ownership (TCO) analysis.

Procurement Operations and Purchase Order (PO) Management:



o Coordinate monthly procurement orders for centres, ensuring that purchases are controlled and quantities are appropriate.
o Ensure timely delivery of goods and services, avoiding disruptions due to centre closures or public holidays.
o Resolve any purchase order discrepancies, shortages, or issues promptly.
o Communicate effectively with centres and other stakeholders regarding procurement matters and PO-related information.
o Assist all stakeholders with procurement-related inquiries and connecting them with vendors for quotations.
o Process, review, and provide final approval for purchase orders (POs) or purchases made through authorised platforms, verifying correct company entities and accurate quantities.
o Ensure that all POs are processed, paid, and closed in a timely manner.
o Create products and update prices in NetSuite as needed.
o Participate in procurement-related projects and initiatives.

Data Collection and Reporting:



o Collect, prepare and perform analysis of procurement and expenditure data to identify spend trends, cost-saving opportunities and areas for process improvements.


o Generate and maintain comprehensive reports on procurement activities, spend analysis and other performance metrics to measure performance against targets.


o Develop and deliver presentations to internal and external stakeholders, providing data-driven analysis of findings, options evaluation and actionable recommendations to influence positive decision-making.


o Coordinate monthly delivery schedules from vendors to centres and summarize monthly expense reports submitted by vendors.

Stakeholder Management:



o Be the primary point of contact for all centres, proactively handling and resolving all day-to-day enquiries and issues related to procurement, orders, delivery and product quality.
o Manage all routine communication with vendors regarding orders, scheduling, quality issues, and delivery status to ensure smooth operational flow.
o Provide valid solutions and troubleshooting for daily procurement issues and discrepancies to minimize disruptions to centre operations.
o Act as the procurement Subject Matter Expert (SME) for centres, guiding them on policies and best practices.
o Foster collaboration and alignment among all stakeholders, leading to improved organisational performance.

Governance and Compliance:

+ Ensure compliance with all relevant procurement policies, procedures, and regulations.
+ Recommend improvements to existing procurement policies and processes.
+ Maintain accurate records and documentation and manage the contract repository, tracking key renewal and expiration dates.

In addition to the listed responsibilities, the Procurement Executive may be assigned other ad-hoc tasks as required.

Qualifications and Skills:

Diploma in Supply Chain Management, Business Administration, Finance or a related field. At least 2 years of progressive experience in procurement or a similar role. Proven ability in datasetanalysis using Excel features (e.g., pivot tables, VLOOKUP) or dedicated analytics software. Strong initiative and problem-solving abilities. Advanced negotiation and communication skills. Attention to detail and organisational skills. Ability to work independently and as part of a team. Proficiency in using procurement software, systems or relevant applications (e.g., Microsoft Office Suite, Power BI)

Additional Skills (Preferred):

Knowledge of contract law and procurement regulations.
