Job Description


What the role is:The Carbon Mitigation Division (CMD) administers the Energy Conservation Act and the Carbon Pricing Act to mitigate greenhouse gases (GHG) emissions from the industrial and household sectors. For this role, you will join NEA as a member of a team within the Industry Regulation 1 Department (IR1D) of the Carbon Mitigation Division, which administers the measurement, reporting and verification requirements under the Carbon Pricing Act. Your work will involve liaising closely with taxable facilities to ensure their compliance with regulatory requirements. You will also review and develop requirements, standards and guidelines related to measurement, reporting and verification (MRV) of GHG emissions for industrial facilities and production data for oil refineries and crackers. Your job will involve both desk-bound work and on-site inspections of industrial facilities.What you will be working on:You will be responsible for the following:Lead field audits and conduct compliance checks to ensure that industrial facilities comply with regulatory requirementsLead surveillance audits on accredited external auditors to ensure their compliance with regulatory requirements and verification guidelinesAnalyse submissions by taxable facilities and accredited external auditors, highlight non-compliances, and enforce non-compliance casesReview, develop and implement requirements and guidelines related to MRV of GHG emissions for taxable facilities and MRV of production data for oil refineries and crackersDevelop, implement and enhance the IT system used for MRV reporting by facilities and accredited external auditorsDesign, commission and manage studies to develop new MRV requirements for emerging areasWhat we are looking for:Degree in Chemical/Mechanical/Environmental Engineering2 years of working experience in industrial plant or GHG MRV/accountingKnowledge of ISO 14064-3, GHG Protocol and relevant IPCC guidelines would be an advantageHighly self-motivated, independent and resourcefulStrong analytical abilities and problem-solving skillsGood team player and strong interpersonal communication skillsPhysically able to perform regular field work / site visits to industrial facilitiesKnowledge of ISO 14064-3, GHG Protocol and relevant IPCC guidelines would be an advantageAs part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.Applicants will be updated on the status of their applications within 4 weeks of the closing date of this job posting.About National Environment Agency:The National Environment Agency (NEA) is the leading public organisation responsible for ensuring a clean and sustainable environment for Singapore.
