The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a FINANCIAL ANALYST , you will: Serve as an expert who has mastered the review of financial statements, assessing the financial status of HUD program recipients, and developing strategies for solving current and future financial problems. Provide financial analysis to ensure HUD program participants' compliance with HUD requirements and regulatory agreements, protect the FHA fund, and determine that funds and subsidies are used properly, effectively, and efficiently. Define objectives and analyzes the allegations to identify the issues and the type of evidence needed to prove civil non-compliant activity. Plan and coordinate actions with Financial Analysts, Enforcement Analysts, and Attorneys. Participates in team assignments as needed to address cross cutting complex financial problems. Perform complex studies and analysis of a variety of records using advanced analytical techniques to reconstruct partial or complete histories of accounts obtained from third party records, banks, insurance companies, etc. Gather facts through such methods as interviews and analyses of financial documents and uses this evidence to substantiate findings and conclusions. Requirements Conditions of Employment Candidates will be selected for a job assigned to one of the HUD's Departmental Enforcement Offices listed below. On occasion you may have to report to one of the offices listed below for training, meetings, or other work duties as directed by your supervisor. Qualifications You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position is defined as: Modeling, managing, and analyzing large volumes of financial data; AND Applying analytical and problem solving techniques to identify financial trends and issues, and develop solutions.; AND Conducting financial analysis and developing financial analytical reports and presenting that data to management.; AND Providing direction or technical assistance applying controlling authorities such as financial laws and regulations, OMB circulars, the Generally Accepted Accounting Principles (GAAP) or the Governmental Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB). For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
