experienced professional to join them as
Geographical Information System (GIS) Manager (Ref:
KHXXX)
The Geographical Information System Manager will oversee the Geographic Information
System (GIS) solutions integral to Operating System Support (OSS), including inventory
management, service provisioning, and overall GIS management and operations. As part
of IT leadership team, he/she will be expected to provide technical leadership and
consultation across the organization. He/She will also leverage the expertise in web
technologies and GIS effectively to meet business and operational requirements.

The Job
\xef\x82\xb7 Lead the design and implementation of GIS solutions by collaborating with internal
stakeholders and external partners.
\xef\x82\xb7 Analyse and interpret business requirements to ensure the GIS solutions align
with operational demands and strategic goals.
\xef\x82\xb7 Oversee the GIS inventory management processes and Standard Operating
Procedures (SOPs), identifying and addressing discrepancies or gaps.
\xef\x82\xb7 Manage vendor relationships, including the oversight of incident, service, and
problem management, as well as negotiating and monitoring Service Level
Agreements (SLAs).
\xef\x82\xb7 Handle the GIS-related budgeting and contractual agreements, ensuring timely
renewals and adherence to financial guidelines.
\xef\x82\xb7 Review technical specifications and assess proposed solutions to ensure
compatibility and alignment with business needs and technical standards for OSS
/ BSS environments.
\xef\x82\xb7 Lead change management and problem management initiatives to maintain and
enhance system functionality without affecting existing features.
\xef\x82\xb7 Supervise regular system maintenance activities, including database maintenance
and generating business and regulatory reports.
\xef\x82\xb7 Conduct regular review meetings with team members to gather feedback, discuss
progress, and identify areas for improvement.
\xef\x82\xb7 Manage technical projects from initiation through to successful implementation,
monitoring progress and continuous improvement.
\xef\x82\xb7 Develop and maintain a competent team capable of providing second and third-
level support for all GIS and related applications.
\xef\x82\xb7 Ensure continuous development and training of team members, particularly in
application software configuration, programming, enhancement, and testing.
\xef\x82\xb7 Maintain strict access controls and change management protocols to ensure the
integrity and security of GIS systems.\xef\x82\xb7 Provide timely technical support during audits and ensure GIS applications are
prepared for disaster recovery (DR) scenarios.
\xef\x82\xb7 Independently engage with user departments to gather requirements, present
solutions and system changes, and discuss potential workarounds.
\xef\x82\xb7 Foster a collaborative environment and share knowledge extensively within the
team to enhance collective expertise.
\xef\x82\xb7 Undertake any other tasks as assigned by the Director of Information Technology
or the Executive Director, which may include ad hoc projects and initiatives.The Candidate
\xef\x82\xb7 Degree in Information Technology, Computer Engineering, or equivalent.
\xef\x82\xb7 Minimum 10 years of related work experience with at least one GIS (e.g., GE
Smallworld, Hexagon Technology, ESRI) and Web Technologies, including Magik,
Java, and .Net programming languages.
\xef\x82\xb7 Proven experience managing GIS systems and projects, preferably in a
telecommunications or similar technical environment.
\xef\x82\xb7 Strong understanding of web technologies, database management, and software
development.
\xef\x82\xb7 Excellent leadership skills with experience in managing cross-functional teams.
\xef\x82\xb7 Strong vendor management and negotiation skills.
\xef\x82\xb7 Able to work independently and as a team, and as a highly motivated and goal-
oriented individual.
\xef\x82\xb7 Ability to think strategically and solve problems effectively.
\xef\x82\xb7 Logical thinking approach to problem-solving in a time-sensitive, challenging
environment.
