Job Description


Role Responsibilities

  • Treasury works closely with senior management, the businesses, Country CEOs / CFOs, and Finance to manage and promote the bank\'s liquidity, capital, and balance sheet position. Treasury is laser-focused on its vision to be "Open, progressive and trusted, working commercially with our partners" to create sustainable value by balancing the supply and demand of liquidity and capital.
  • Within Treasury (which comprises Capital, Liquidity & Markets), the Treasury Liquidity function is responsible to driving the strategic liquidity agenda, including Funds Transfer Pricing (\'FTP\') and Interest Rate Risk in the Banking Booking (\'IRRBB\'). Within this context, the FTP team works with key stakeholders at the country level to ensure policy application and with a broader universe of stakeholders to ensure the application of policy is appropriate to drive the strategic outcomes for the balance sheet.
The goal of FTP is to create an internal pricing environment where:
  • The relative liquidity costs and benefits of doing individual businesses are well appreciated.
  • The interest rate risk that businesses run is neutralized and/or effectively managed; and
  • Pricing is a commercial enabler, by being consistent enough to make comparative assessments between different activities while remaining flexible enough to drive desired commercial outcomes.
This role is responsible for overseeing these key policies, as well as effective implementation of the standards and procedures that accompany them.
Strategy
Create and Maintain an Effective Pricing Approach
  • Ensure effective liquidity valuation, including ownership of the USD Curves in major centers.
  • Provide for effective interest rate risk transference, including transitioning base FTP curves as appropriate due to regulatory requirements, shifting markets, or general appropriateness.
  • Allow for the adjustment of valuation to achieve specific balance sheet goals, while maintaining the integrity of the approach and allowing for comparisons across product and country profitability.
Develop FTP to Provide Effective Integration with Emerging IRRBB Approaches
  • Ensure effective integration of IRRBB methodologies for managing interest rate risk within the FTP construct
  • Identify various aspects of interest rate risk in the banking book (including funding tenor risk, margin compression risk, basis risk, and optionality risk) from products and business lines, and provide a strategy to ensure the bank understands the income drivers and strategies to manage these drivers
Drive Strategic FTP Architecture program
  • Drive delivery of Strategic FTP architecture program in the capacity of Chief Product Owner
  • Build best in class FTP analytics to inform FTP decisions, Balance Sheet and Income simulations
  • Streamline FTP processes to create business efficiencies and workflow management
Business
Create Pricing Transparency
  • Provide transparency on rate computation and methodology to businesses and stakeholders so that business and product lines can optimize, reducing agency risk in the business.
  • Establish historical pricing libraries and, where possible, forward looking FTP forecasts so that businesses can plan effectively.
Processes
Oversee an Efficient FTP Process Flow
  • Work with Global Process Owner, Treasury Liquidity to establish ensure to end FTP process map and establish FTP Target Operating model across Business, Treasury and Finance
People & Talent
Develop and Optimize FTP Team Structure
  • Lead a diverse team of 8 people across Singapore, Hong Kong, and 1 dotted line report in London.
  • Build a team that comprises of a diverse set of skillsets and core functionalities to create multiple approaches to problem solving.
Risk Management
System Development
  • Develop a strategy for Strategic FTP and IRRBB system migration
  • Own and manage development of SHARP platform for real-time pricing for businesses and RMs
  • Create a platform to warehouse historic FTP data for tracking, modelling, and accrual calculation purposes.
Governance
Ensure Effective FTP Policy Adherence
  • Create effective channels for delegation to country CFOs to ensure country level pricing effectiveness and verify via routine checks.
  • Develop strategies to leverage Regional Treasurers to ensure FTP policy is effective in ensuring strategic balance sheet outcomes at the country and regional level.

Our Ideal Candidate
  • Degree in Finance (MBA) / Economics / Quantitative fields from a reputed institution.
  • Finance Professionals (Qualified Chartered Accountant) or Certifications like FRM, PRM or CFA will be an added advantage.
  • 15+ years proven experience in Treasury Liquidity, Balance Sheet Management and/or Finance with a strong understanding of FTP from top-tier banks / consultancy firms.
  • Experience in data analysis, data architecture, data transformations, building end to end inhouse data flows (pipes) from source to output, in a bank environment will be an added advantage.
