Job Description


What the role is:The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore\'s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO\'s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. The Group Head (Operations & Strategy) of the Communicable Diseases Agency (CDA) is responsible for providing leadership and oversight to the operations and corporate strategy of CDA. As part of the Executive Leadership Team in CDA, the role is expected to set the long-term vision and direction of CDA and align the organisation\'s resources against activities and results that are critical to its long-term success. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:

  • Development of frameworks, systems, and processes to ensure strong operational readiness for CDA and seamless coordination internally and externally, to address public health and non-public health challenges faced by CDA. \xe2\x80\xa2 Prioritisation and development of new plans and strategic initiatives to pursue, to ensure achievement of long-term goals and objectives of CDA. \xe2\x80\xa2 Accountable for determining the Corporate Key Performance Indicators (KPIs) to ascertain success of the organisation. \xe2\x80\xa2 Collaborating with diverse stakeholder groups in setting and meeting the long-term vision and strategic direction of CDA. \xe2\x80\xa2 Ensuring optimal allocation of resources across various operational and strategic initiatives, considering resource constraints and competing priorities. \xe2\x80\xa2 Aligning operational activities with the overall strategic direction of the organisation, ensuring that day-to-day operations support the long-term vision and goals. \xe2\x80\xa2 Overseeing the adoption of innovation and transformation practices across CDA, particularly in a field as critical as public health. The team may face resistance due to the need for careful consideration of risks, ethical standards, and regulatory compliance. Negotiate with internal and external stakeholders to seek necessary approval and buy-in, by providing strong and clear justifications for proposed changes. \xe2\x80\xa2 Ensure close and effective collaboration within divisions and functions across the group. \xe2\x80\xa2 Build effective working relations with other key institutions across WOG to ensure goals of the organisation are met.
What we are looking for:Job Requirements \xe2\x80\xa2 Minimum tertiary qualifications from recognised discipline, preferably in a life science, medical or nursing background \xe2\x80\xa2 Minimum 12 to 15 years of experience in the public, non-profit or private sector, with at least 6 years of experience working in a corporate, managerial, or operational role managing multiple and diverse teams \xe2\x80\xa2 Experience providing enterprise-wide leadership as part of the Leadership Team \xe2\x80\xa2 Experience working with Board Members and Senior Management \xe2\x80\xa2 Experience in the healthcare or life sciences ecosystem \xe2\x80\xa2 Strong sense of responsibility and initiative, with a positive working attitude. \xe2\x80\xa2 Ability to multi-task, with good organising skills (thorough, meticulous, organised, and resourceful) \xe2\x80\xa2 Proactive team player with good interpersonal skills \xe2\x80\xa2 Result-oriented, with an ability to work under pressure and meet tight deadlines. \xe2\x80\xa2 Good written and communication skills As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.About Ministry of Health:The Ministry of Health\'s (MOH) vision is to champion a healthy nation with our people - to live well, live long and with peace of mind.
