What the role is:
The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. We are seeking a highly motivated and experienced professional in Intel Programme Management Centre as Head Anti-Scam to support the Deputy Director in leading the Anti-Scam Programme. The role encompasses the strategic development, execution, and enhancement of anti-scam initiatives, working in close collaboration with internal and external stakeholders to strengthen the national anti-scam ecosystem.
What you will be working on:
o Develop and maintain a multi-year masterplan and annual workplans for the Anti-Scam ecosystem. o Translate strategic priorities into actionable product plans and deliverables across multiple product teams, outsource contractors and platform managers. o Implement governance frameworks to track product success metrics and outcomes across technical and operational domains. o Oversee the design, implementation, and continuous enhancement of multiple anti-scam products. o Prioritise and manage product backlogs, sprint planning, and delivery timelines across multiple product squads. o Ensure products are developed with user-centric design, security, scalability, and compliance with regulatory requirements. o Lead and mentor a high-performing team, fostering a culture of excellence, discipline, and innovation. o Ensure the team is equipped to manage project lifecycles and product development independently, from requirements to implementation. o Drive timely project delivery within budget and scope, resolving or escalating issues promptly. o Provide regular updates to HTX management, highlighting project milestones, challenges, and budget status. o Identify project risks, recommend mitigation strategies, and manage all contractual and financial aspects related to project implementation. o Ensure systems adhere to security, policy, and regulatory guidelines through proper integration and rigorous testing of all software and hardware components. Depending on candidate's suitability, he/ she can be tasked with one or more of the following secondary accountabilities: - Collaborate with external agencies and HTDs to acquire and integrate diverse data types through well-defined technical interface agreements. - Design and manage data pipelines for collection, cleaning, harmonisation, and preparation for analytical, ML, and visualisation purposes. - Champion product thinking in internal initiatives such as recruitment, staff development, and organisational transformation. - Stay current with developments in AI, and cloud technologies for planning and innovation efforts. - Work with internal teams and vendors throughout the AI solution lifecycle-from design and integration to deployment-ensuring quality deliverables and operational readiness. - Lead reviews of product documentation (technical specifications, design plans, test plans/reports) to ensure compliance with standards and expectations. - Engage stakeholders and senior management with clear, data-driven insights and recommendations to support system delivery and performance excellence. - Represent Intel PMC in supporting roles including (but not all encompassing) staff welfare, recruitment, organisational development and/or workplace safety.
What we are looking for:
- Bachelor's or Master's degree in a STEM discipline. - At least 10 years of relevant experience, with a minimum of 3 years in a leadership role. - Proven experience owning product roadmaps and delivering complex, cross-functional technology solutions - Strong understanding of agile methodologies, backlog prioritization, and stakeholder management. - Solid knowledge in system architecture, product deployment, or infrastructure planning is an advantage. - Experience of AI/ML technologies (e.g., machine learning, NLP, computer vision, LLMs, VLMs), with relevant certifications and hands-on implementation experience is an advantage. - Familiarity with MLOps practices and AI implementation in operational environments is preferred. - Demonstrated experience in cross-functional stakeholder engagement and project coordination. - Technical proficiency in: a. Container orchestration tools (e.g., Kubernetes, Docker Compose) b. Database management systems (SQL, NoSQL) c. Cloud platforms (e.g., AWS, Microsoft Azure) d. Scripting and data languages (e.g., Python, R, SQL, Painless for Elasticsearch) - Experience in systems and network infrastructure, as well as critical operations support, is advantageous. - Ability to bridge technical and operational perspectives. - Candidate must be able to work independently and as a team. All new appointees are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure overtime, based on performance.
