What the role is:As Head Procurement (Central Procurement Office), you will report directly to Chief Financial Officer and be part of a dynamic team in managing AGC\'s procurement functions to ensure prudent spend and compliance with the Government\'s Instruction Manuals (IM).What you will be working on:Your scope of work will include a range of procurement activities covering the following: \xe2\x80\xa2 Review of AGC\'s procurement to ensure compliance with the Government Instructions Manual (IM) on Procurement and internal procurement guidelines. \xe2\x80\xa2 Review and incorporate changes to IM and other Whole-of-Government processes into AGC\'s procurement processes. Conduct internal trainings / briefings where required to explain the policies to users. \xe2\x80\xa2 Establish Whole-of-Government Demand Aggregation contracts and reporting of the contract utilisation. \xe2\x80\xa2 Provide procurement guidance and advice to all users in the review of all procurement submissions such as tender specifications, evaluation reports and contract variations. \xe2\x80\xa2 Check and detect potential fraud activities and/or procurement lapses on AGC\'s contracts. \xe2\x80\xa2 Review of internal Procurement policies / guidelines to ensure compliance with IM changes. \xe2\x80\xa2 Prepare procurement related data analysis for management reporting. \xe2\x80\xa2 Perform AO role in accordance with the Government Contracts Act for AGC. \xe2\x80\xa2 Supervise a team of officers in the Central Procurement Office in carrying out the procurement function, and to ensure timeliness and accuracy in the turnaround of the procurement requests. \xe2\x80\xa2 Any other ad-hoc matters assigned by Chief Financial Officer.What we are looking for:Requirements: \xe2\x80\xa2 Professional qualification, preferably in Finance or Business studies. \xe2\x80\xa2 Min. 4-6 years\' experience in procurement, preferably on government procurement. \xe2\x80\xa2 Min. 2-3 years\' of supervisory experience. \xe2\x80\xa2 Preferably having experience with NFS@Gov and GeBIZ. \xe2\x80\xa2 Strong analytical and communication skills. \xe2\x80\xa2 Mature, well-organised, meticulous and resourceful, with ability to multi-task. \xe2\x80\xa2 Ability to work closely with team and cross-functional across the organisation and engaging stakeholders.
