What the role is:The Home Team Science and Technology Agency (HTX) is a statutory board of the Ministry of Home Affairs (MHA), and also the Singapore public sector's first Science and Technology agency that works at the forefront of science and technology to amplify, augment and accelerate the Home Team's advantage and secure Singapore's frontline of security. HTX integrates a diverse range of scientific and engineering capabilities to innovate and deliver transformative and operationally ready solutions for homeland security. The successful job holder will work with the Deputy Director of the Central Procurement Officer (CPO), HTX in managing the procurement function for goods and services and maintaining high standards of procurement performance across all Home Team Departments as well as HTX.What you will be working on:1)Design and implement strategic procurement and contracting strategies to meet desired outcomes in supporting MHA's and HTX's operations. 2) Work closely with the Project Management Teams (PMTs) or users fromin Home Team Departments (HTDs) and HTX Functions to: -Provide professional advice on procurement including design of tender and specifications, and evaluation approach to maximise flexibility and staging for favourable tender outcomes. -Provide advice and support for contract management practices. 3)Collaborate with the HTDs and HTX Functions to analyse HTD and HTX procurement data, costs drivers, operational needs, industry factors, and conduct inter-departmental joint review of common requirements to drive demand aggregation initiatives and develop the most appropriate procurement strategy. -Collaborate with cross-functional teams, including PMTs, Legal and Finance to ensure governance in procurement processes. -Provide input on procurement planning, prioritisation of projects (high complexity and value) for management reporting. -Capture lessons learnt as case studies including good practices and irregularities and present for sharing and learning. -Supervise a team of Procurement Specialists in carrying out the procurement function (from preparing tender documents to contract award), and to ensure timeliness of procurement and contract formation. -Review and assess team members' workload and coach them for professional development. -Stay up to date with market trends and advancements; costs and performance and their applications to HTDs and HTX Functions. Observe, evaluate related market trends and development, cost and performance and recommend their applications to HTDs/HTX procurements in terms of desired KPI, cost and efficiency (e.g., impact of pandemic-related expenses and construction material price impacts). -Negotiates with suppliers for strategic buys and establishment of master agreements/enterprise agreements to achieve cost effective outcomes and favourable terms and conditions for MHA and HTX.What we are looking for:-Possess a degree preferably with at least 8 years of relevant experience in areas of procurement ranging from acquisition of services, strategic sourcing, integrated workforce and public private partnership, preferably in the Public Sector. -Excellent knowledge of procurement strategies, procedures, standards and guidelines specified in the Government Instruction Manual on Procurement, Finance Circulars and existing rules and regulations. -Good knowledge of strategic sourcing, project management and demand aggregation activities. -Keen interest in developing knowledge and enhancing competency in the respective teams. -Able to work in a dynamic fast paced environment and manage workload well. -Strong analytical and communication skills -Must be able to work well in a team. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
