What the role is:Head (Security Systems), Corrections Ops Systems assists Deputy Director, Corrections Ops Systems to formulate and drive the sustainment activities for the Security Systems in SPS so as to ensure that the ICT Systems achieve high availability for the HTD\'s operations. The Head (Security Systems) leads a team of engineers to ensure the continual operations of effective and sustainable security control systems and other operations and technology (Ops-Tech) solutions for Singapore Prison Service (SPS). This role involves leading in the project management, technology refresh and implementation of physical security control systems, such as physical access control, monitoring and communication systems in the detention and custodial space. The Head (Security Systems) will contribute to the strategic and long-term technology plans to ensure these systems are well-maintained and aligned with the HTD\'s transformation and sustainability directions. In addition, Head (Security Systems) establishes governance frameworks, internal processes, and to proactively prepare for the changing security threat landscape by implementing requirements from IM8 policy and other WOG/MHA directives.What you will be working on:The jobholder is responsible for the following: \xe2\x80\xa2 Lead and manage a team of engineers to oversee the operations of security control systems (e.g. premise access control systems, communication systems, intercom systems, monitoring systems, etc.) and other Ops-Tech systems including ICT systems and services that support these security control systems to ensure that the service-level are maintained. \xe2\x80\xa2 Scope the operations requirements to be developed into business case and specifications, evaluate and recommend Ops-Tech solutions, tech refresh and maintenance plan that best address the business needs. \xe2\x80\xa2 Perform procurement of services, conduct evaluation on system proposals submitted by vendors participating in the Tender/Quotation processes called through the government tendering or quotation procedures. \xe2\x80\xa2 Work with vendors to understand and troubleshoot technical problems, and conduct investigation/ analysis of system behaviours, degradations, faults and mishaps in order to identify, evaluate and resolve the system issues. \xe2\x80\xa2 Work with other teams on detailed technological solutions to meet the operations requirements, taking into account the security and integration features of the proposed enhancements or project proposals, and to achieve a high standard of quality control of systems.What we are looking for:The jobholder should have: \xe2\x80\xa2 Tertiary qualification in Computer Science, Information Systems, Information/Infocomm Technology, Computer or Electronics Engineering or related discipline. \xe2\x80\xa2 Minimum 10 years of relevant software development, business analysis or project management working experience. \xe2\x80\xa2 Proven experience in project management, implementation and maintaining the operations of physical security systems (premise access control, monitoring and communication systems), ICT systems, IoT Systems or other Ops-Tech systems. \xe2\x80\xa2 Prior experience in leading a team of project managers or engineers will be an advantage. \xe2\x80\xa2 Strong analytical, conceptualisation and problem-solving skills. \xe2\x80\xa2 Good communication skills, both oral and written, with the ability to present ideas and influence stakeholders. The position is based in Changi. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
