What the role is:The National Research Foundation (NRF) is a department within the Prime Minister\'s Office, and we set the national direction for Research, Innovation and Enterprise (RIE) by developing policies, plans and strategies; funding strategic initiatives that strengthen our scientific and technological capabilities, grow our RIE talent base, and achieve economic and national impact; and fostering RIE collaboration in Singapore and internationally. We are looking for officers who have a strong arm of implementation, particularly in the area of grant policy management and administration, to implement a new Research Grants Portal (RGP). Stakeholder engagement skillsets will also be of paramount importance, as you engage external grant agencies on their grant administration processes, with a view to (a) business process re-engineering through grant harmonisation recommendations and (b) the recommendation and prioritisation of grant portal features that are largely common to all RIE Implementing Agencies.What you will be working on:Responsibilities There are four primary policy and operational roles: (a) Product Scoping: to work with UX designers, technical development team and partner agencies to scope the product requirements and design i. Engage the RIE community for requirements gathering and mapping of user journey ii. Scoping of product features, processes, workflows and data requirements iii. Conduct user acceptance testing (b) Policy and Process Streamlining: to drive process improvements and consolidation in order for various RIE grants to onboard the RGP - this includes the need to: i. Drive and sustain efforts to harmonise grant policies, process flow and data ii. Obtain buy-in for critical change management processes when business process re-engineering changes are identified (c) Operations, Planning and Coordination: to manage the onboarding process of RGP, which may include the following: i. Assess onboarding requests and facilitate smooth grants on-boarding ii. Share best practices to foster consistency across RIE Implementing Agencies and provide advisory on design of grants, especially when new grants are introduced iii. Work with RIE Implementing Agencies to rationalise and harmonise requirements (d) Project Secretariat: You will be staffing the project oversight committee as part of the project secretariat, which includes duties such as: i. Secretariat administrative duties such as minutes-taking and general coordination of all project committee-level meetings ii. Communicating follow-ups from project committee meetings, coordinating with relevant stakeholders where necessary iii. Escalation of roadblocks such as policy, funding and administrative obstaclesWhat we are looking for:Requirements In terms of skillsets, we are looking for officers who have: \xe2\x80\xa2 Prior experience in grants management, specifically in grant administration and grant design work In terms of attitude, we are looking for people who: \xe2\x80\xa2 Are self-starters who take initiative to make things happen and can work independently with minimal direction \xe2\x80\xa2 Have a strong interest in tech for public good \xe2\x80\xa2 Are comfortable in stakeholder engagement \xe2\x80\xa2 Are team players and have strong collaborative and communication skills \xe2\x80\xa2 Enjoy working in a technology-oriented environmentAbout National Research Foundation:The National Research Foundation (NRF) was set up on 1 January 2006 as a department under the Prime Minister\'s Office. It was set up to perform the following: a) To provide secretariat support to the Research, Innovation and Enterprise Council (RIEC), chaired by the Prime Minister; b) To coordinate the research of different agencies within the larger national framework in order to provide a coherent strategic overview and direction; c) To develop policies and plans to implement the five strategic thrusts for the national R&D agenda; and d) To implement national research, innovation and enterprise strategies approved by the RIEC, and to allocate funding to programmes that meet NRF\'s strategic objectives.
