What the role is:Science, Technology, and Engineering (STE) are pivotal in modernizing public service delivery, as well as driving innovation and efficiency in the public sector. By integrating STE, cutting-edge solutions and strategies that address complex societal challenges are made possible, significantly improving the quality of life for citizens. The role is with the Ops Tech Directorate in the Public Sector Science and Technology Policy and Plans Office (S&TPPO). The Future Energy Programme team supports the planning and execution of the Singapore Energy Transition by providing S&T roadmap and transition plans pertaining to Singapore\'s large scale energy system. Additionally, the team works with multi-agencies to develop the plans for testbedding and trial of future energy concepts. The actual appointment would depend on the relevant experience that you hold. The Head position is equivalent to a Senior Manager or an Assistant Director, depending on your relevant experience.What you will be working on:

  • Strategic Development and Planning: i. Develop S&T transition plans pertaining to Singapore\'s large scale energy system, e.g. Ops Tech Roadmap and System Architecture. ii. Conceptualise new concepts of operations and develop next level of details. iii. Analyse R&D landscape and various funding initiatives (related to future energy) in Singapore, e.g. to perform gap analysis and focus area recommendations. iv. Identify where critical capabilities should reside and determine resourcing plan/governance to support this. \xe2\x80\xa2 Implementation and Coordination: i. Support public sector projects and master planning work such as agencies \xe2\x80\x9cbuild\xe2\x80\x9d projects (eg. testbeds and S&T trials) by identifying and coordinating stakeholder requirements to refine what Singapore\'s Future Energy System will be including potential S&T solutions. ii. Secure funding to ensure pipeline of planned public sector projects will be adequately resourced. This is especially important for new and currently non-commercially viable S&T solutions.
What we are looking for:
  • Educational Qualifications i. Bachelor\'s degree in Science, Engineering, Materials Science, or related disciplines. ii. Postgraduate qualification in areas of Science, Engineering, Technology or similar disciplines can be considered \xe2\x80\xa2 Professional Experience i. At least 3 years of relevant work experience in the Science or Engineering field, preferably related to Future Energy. ii. Experience of working in or with the Public Service will be useful. \xe2\x80\xa2 Competencies/Others i. Broad knowledge of future energy resources, systems and architecture. ii. Understanding of public policy making. iii. Technical knowledge on energy systems will be advantageous.
About Science and Technology Policy And Plans Office:The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is a department under the Prime Minister\'s Office and serves as the functional leader for the Science, Technology and Engineering (STE) domain in public sector. We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
