Position:

The chosen candidate will be responsible for creating, managing and leading Siemens Healthineers' Southeast Asia government relations and public policy function. This role will provide critical support to Siemens Healthineers' commercial business development, educational program development and regulatory strategies across Southeast Asia.

This position reports directly to the Senior Director, Government Affairs, APJ, based in Singapore.

Responsibilities:

  • Advise and counsel company executives on public policy and governmental matters, including pending legislation/regulations and any policy initiatives which may have potential implications to Siemens Healthineers.
  • In partnership with Siemens Healthineers executives and business unit stakeholders, shape an impactful Southeast Asian government relations and public policy strategy and agenda, prioritising relevant resources, actions and outcomes.
  • Drive and support market development activities with public sector partners.
  • Develop strong relationships with trade organizations and strategic industry groups in order to influence legislation, regulations and policies which may affect the industry, in order to advance Siemens Healthineers' interests.
  • Engage appropriately with key government officials, staff, administrative agencies and other international organizations as it relates to Southeast Asia on issues of importance, such as expanding regional access to oncology care and regulatory approval of relevant technologies.
  • Assist and guide government business transactions with Ministries of Health, Finance and other related government agencies, increasing the level of thought leadership.
  • Collaborate with regional educational institutions, symposia, government agencies, and thought leaders to improve the adoption of best clinical practices.
  • Manage and balance internal resources.
Requirements:

Exposure within the private sector in a responsible Government Relations/External Affairs role would include:
  • Minimum 10 years of legislative, governmental agency, trade or industry association experience.
  • Knowledge of the medical capital equipment, medical device industry, healthcare industry or other highly-regulated industries-is considered extremely valuable
  • Able to appropriately influence the political/policy process, including work experience managing consultancies;
  • Experience in legislative and public policy making processes; developing partnerships with trade associations and other industry partners to direct an agenda;
  • Formulation and implementation of business development, government relations and external affairs policies in Southeast Asia;
  • Demonstrated ability to analyze key regulatory and policy issues in light of the company's strategic goals, and focus on issues which advance or prohibit the company's competitive business interests.
  • Visible confidence to effectively partner with the regional internal business stakeholders.
  • Must be extremely well organized and a self-starter, able to work autonomously and with matrixed staff.
  • Undergraduate degree is mandatory. Fluency in English is required, and fluency in a Southeast Asia language is considered highly beneficial

APJ Government Affairs; ASEAN Leadership Team (Business Verticals, Country Heads, Functional leaders, etc).

External:

Health Ministries, Finance Ministries and medical related government bodies, relevant trade associations, special-interest groups, think-tanks, academia, relevant political consultancies and NGOs.
