Job summary
Summary of the position:
As the manager of the LSC section, the profile has to globally supervise all the projects, maintenance activities and staff under LSC perimeter. More specifically, the Head of LSC Section will:
- Act as a program director in order to globally supervise the projects managed inside the section (related to the Loanscape program, any application roadmap or infrastructure based) and ensure that projects are done with the best efficiency and within the baselined cost, quality and delay.
- Manage/support in collaboration with his/her reporting team heads the applications in charge to ensure a smooth usage by users/customers and avoid obsolescence.
- Recruit, lead, motivate, coach and train his/her head of team as well as all his/her staff in charge in order to ensure a good alignment between section challenges and staff plan, quantitatively and qualitatively.
- Elaborate a strategy (tooling, ways of working, governance, obsolescence, KPIs, staff plan, ...) for his section aligned with CBI and Loanscape program objectives.
- Propose innovations and continuous improvement ideas in order to improve the efficiency of the section or the quality of products created.
- Ensure that the section is at all-time fully compliant with CA-CIB control plan and regulatory/legal framework.
This profile is reporting to ISAP/CBI Head of Department for all activities and functionally to Loanscape Program Director for Loanscape related activities.
Main responsibilities:
Act as a program director for projects in charge.
Plan and manage overall support for the section.
Manage application lifecycle for all applications in charge, technically and functionally.
Plan and manage overall staff for the section as well as skillset, organisation and operating model.
Elaborate a strategy (tooling, ways of working, governance, obsolescence, KPIs, staff plan, ...) for his section aligned with CBI and Loanscape program objectives.
Propose innovations and continuous improvement ideas in order to improve the efficiency of the section or the quality of products created.
Ensure that the section is at all-time fully compliant with CA-CIB control plan and regulatory/legal framework.
Main duties details:
Act as a program director for projects in charge.
In coordination with Loanscape IT program director, define the functional and technical roadmap of the program.
Nominate project managers, developers, business analysts, technical leads, testers and DevOps specialists in order to ensure an optimal quality and efficiency in the development process.
Ensure with project managers and PMO a strong projects and program governance in coordination with all stakeholders.
Monitor and supervise risks management.
Act as an escalation point for the teams in charge.
Ensure proper and timely reporting toward line and functional management.
Supplementary Information
If needed, act as an escalation point in case of P1 and P2 and help CBI-GLS to give elements of communication to the bank management.
Manage application lifecycle for all applications in charge, technically and functionally.
Globally manage applications obsolescence through the BAU and projects budget. Escalate and lobby to management and business if the allocated budget and setup is not sufficient to ensure operational safety.
Ensure at all-time a good and efficient software factory and DevOps process in order to maximise efficiency.
Monitor the technical design standard methodology and propose improvement.
Plan and manage overall staff for the section as well as skillset, organisation and operating model.
Constitute and execute the section staff plan according to the projects and support requirements as well as allocated budget.
Plan, monitor and control the skillset needed through a content matrix.
Train and coach the managers in charge for their duties.
Ensure managers in charge are training and coaching their staff.
Ensure that all the section has an adequate operating model including a correct governance, escalation point and risks detection and avoidance.

On all aspects described previously plan and maintain a global roadmap in order to monitor the current state of the section and a defined target state.
Regularly review the target state of the section (in terms of manpower, ways of working, technical assets, ...) according to the bank context, technological landscape and business forecast.
Propose innovations and continuous improvement ideas in order to improve the efficiency of the section or the quality of products created
On all aspects described previously propose new ideas, for evolutionary and revolutionary innovations.
Ensure in the section, a capacity and liberty to propose innovations in a managed way.
Legal and Regulatory Responsibilities
Ensure for all the section compliance with all applicable legal, regulatory and internal Compliance requirements, including, but not limited to, the Singapore Compliance manual and Compliance policies and procedures as issued from time to time; Financial Security requirements, including, but not limited to, the prevention of Financial Crime and Fraud including reporting obligations to the Money Laundering Reporting Officer. Ensure for him/herself and the section maintenance of appropriate knowledge to ensure to be fully qualified to undertake the role. Complete all mandatory training as required to attain and maintain competence.
