What the role is:
HTX is the first Science and Technology Agency of its kind in the world, bringing together science and engineering capabilities across the Home Team Departments to transform Singapore's homeland security landscape. We are a statutory board under the Ministry of Home Affairs, dedicated to developing cutting-edge technologies that empower our Home Team to solve crimes, save lives, secure borders, and safeguard public spaces. As the Head of Product for HTX's Agentic Code Assist solution, you will lead HTX's most ambitious developer productivity initiative, defining the strategic vision for how 500+ developers interact with our AI-powered MLOps platform. This role requires requires you to balance product strategy, stakeholder management, and hands-on execution. You will own the end-to-end product lifecycle from partnership negotiations with leading AI vendors to general availability deployment, transforming the Code Assist from concept into the primary, context aware interface for HTX's entire engineering organization.
What you will be working on:

• Strategic Product Leadership: Define and drive the multi-year product vision and strategy for HTX's Code Assist solution, aligning with HTX's "AI-first" organizational transformation and positioning the platform as a force multiplier for developers and growing AI Platform operations o Executive Stakeholder Management: Present to and influence senior leadership, articulate business value and ROI, secure budget approvals, and build consensus across Home Team Departments on product roadmap priorities o Vendor Partnership Ownership: Lead negotiations and manage strategic partnerships with leading AI vendors, balancing commercial considerations and ensuring deliverables meet our security and operational requirements o Product Strategy & Roadmap: Own the phased rollout strategy making high-stakes prioritization decisions that balance developer impact, technical feasibility, security constraints, and time-to-market o User Research at Scale: Establish and lead comprehensive user research programs with data scientists, DevOps engineers, and SREs across multiple teams, conducting qualitative interviews, surveys, and usability studies to deeply understand pain points and validate product-market fit o Cross-Functional Leadership: Lead a cross-functional squad (Tech Lead, Platform Engineers, MLOps/SRE), collaborate with platform teams, security stakeholders, and Home Team Department users to ensure seamless integration across the technology ecosystem o Metrics & Business Impact: Define success criteria, establish baseline measurements, and track KPIs including time-to-productivity for new developers, cycle time reduction, MTTR improvements, Developer NPS, and platform adoption rates o Go-to-Market Excellence: Orchestrate pilot programs with early adopters, manage beta launches, gather and synthesize feedback rapidly, drive change management initiatives, and execute general availability rollout to all developers o Thought Leadership: Represent HTX externally in government and industry forums on AI-powered developer tools, agentic systems, and MLOps platforms; contribute to HTX's reputation as a leader in secure, operational AI deployment

What we are looking for:

• 8+ years of product management experience, with at least 4 years in senior or leadership roles (Senior PM, Principal PM, Group PM, or Head of Product) o Deep expertise in developer tools and platforms, with proven track record shipping successful B2B/internal developer products (DevOps platforms, MLOps tools, IDEs, CLI tools, or developer productivity solutions) o Technical credibility: Strong understanding of modern software development workflows (GitOps, CI/CD, containerization, Kubernetes) and ability to engage credibly with senior engineers on architectural decisions o LLM/AI product experience: Hands-on experience building or managing AI-powered products, particularly LLM-based applications, agentic AI systems, or ML infrastructure platforms o Executive presence: Demonstrated ability to present to C-suite and senior government stakeholders, build business cases with ROI analysis, and influence decision-makers o Vendor and partnership management: Proven success negotiating and managing vendor relationships, technology partnerships, or co-development agreements o Team leadership: Experience building, mentoring, and leading cross-functional product teams (engineers, designers, PMs) with demonstrated ability to attract and develop top talent o User-centric mindset: Strong background in user research methodologies, with ability to synthesize insights from diverse user personas and translate them into actionable product requirements o Data-driven decision making: Advanced analytical skills with experience defining product metrics, establishing baselines, and using data to inform product strategy o Technical background (prior software engineering experience or computer science degree) with deep understanding of MLOps/LLMOps concepts o Experience with secure or regulated environments with understanding of compliance and security constraints o Familiarity with agentic AI architectures, RAG (Retrieval-Augmented Generation) systems, and vector databases o Background in platform engineering or internal tooling with understanding of developer experience challenges at scale o Experience launching developer products from 0-to-1 in complex, enterprise environments o Prior experience in product leadership roles in high-growth tech companies or government agencies o Understanding of GPU infrastructure, inference optimization, and ML model deployment Competencies: o Strategic vision: Ability to articulate compelling product vision that inspires teams and aligns stakeholders across organizational boundaries o Influence without authority: Proven ability to build consensus and drive decisions in matrixed environments o Communication excellence: Outstanding written and verbal communication skills for diverse audiences (technical engineers, senior executives, government stakeholders) o Resilience and adaptability: Comfort with ambiguity, ability to pivot strategy based on new information, and resilience in the face of setbacks o Mission-driven leadership: Passion for developer experience and operational excellence, with commitment to HTX's mission of safeguarding national security through technology innovation All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
