PRIMARY OBJECTIVE:

  • Successfully deliver the material uplift of RHB's group wide AML/CFT capabilities, includes the overarching operating model, people, processes and systems.
  • By end of 2022, RHB Group meets regulatory requirements and achieves 'standard practice'.
  • To ensure all required initiatives for Screening under Project RACE have been implemented within approved timeline and efficient cost management.
  • Ensure sustainable material uplift via progressive change management programmes.
KEY RESPONSIBILITIES:

Project related responsibility:

Manage a team of 2 senior specialists and coordinate 20-30+ stakeholders within RHB (incl. IT, GC, Ops, Business).
  • Delivers against the strategic roadmap for the RHB Group's AML Transformation Programme.
  • Leads initiatives across the Screening outcomes which involves:
  • Uplift RHB's List Management capabilities.
  • Enhance RHB's existing screening engine and screening models (incl. screening rules and thresholds).
  • Establish processes for central name screening investigations.
  • Enhance processes for payment screening and support the set-up of the payment screening team within the AML/CFT Centre of Excellence.
  • Enhance Trade Monitoring and Trade Screening controls (incl. Case Management) for trade based money laundering risks.
  • Support the centralisation of Name Screening and Payment Screening investigation capabilities within the AML/CFT Centre of Excellence.
  • Support the transaction monitoring team in enhancing the TM engine and models.
Leads a full-time team including planning for individual work-packages objectives and outcomes, team KPIs and communications. * Manage and keep oversight of day-to-day delivery of a business outcome (in collaboration with project and activity managers) and engage the accountable executives as needed to ensure successful delivery.
  • Provide content injection (where needed), tactical guidance, direction and coordination across projects and activities, including where required interventions to support acceleration of designs / deliverables.
  • Embed in projects and project governance to act as "eyes-and-ears" for senior management.
  • Provide assurance, collect evidence and help resolve escalated project issues, change requests and recovery plans.
  • Report into Head, Race Programme for relevant Business Outcomes, including regular status reporting for Steering Committee (RAG, progress, resourcing, risks / issues, mitigations/solutions).
  • Interface with externals for outcome-specific content know-how, including Accountable Exec pre-briefs and preparation.
  • Write and facilitate Accountable Executive sign-off for external regulatory reporting / narratives, e.g. BNM.
Subject matter expertise
  • Provide expertise and guidance to team members.
  • Support best practice sharing across teams.
  • Resolve any escalated customer related issues e.g. complains, approval.
Resource planning
  • Balance resource allocation across team based on demand and priorities.
  • Ensure attendance and adherence of team member (with regards to work schedule).
Team management and coaching
  • Help empower the team to work independently & self-manage.
  • Support the team in removal of obstacles.
  • Ensure team is performing well and help to identify ways to improve skillset within the team.
  • Support career and skills development of team by defining a clear development plan & trainings.
  • Conduct reviews & evaluations on of team member's performance.
  • Provide on-the-ground coaching and guidance for all team members.
  • Coordinate/lead trainings for team members.
  • Raise common issues faced by either the team or customer to Head, RACE Programme.
Standard enforcement
  • Ensure team members follow the standards and practices of their functional expertise.
  • Ensure key information is cascaded and necessary documentations are created (reports).
  • Support implementation of any initiatives at the team level.
Qualifications
  • Minimum degree in related field.
  • Advance Certificate in Regulatory Compliance from AICB, Advance Certificate in AML from AICB or equivalent.
  • At least with 8-10 years of experience in managing AML related initiatives, preferably in screening, trade based money laundering and transaction monitoring.
