GENERAL DESCRIPTION

The incumbent is responsible for the adequate and effective compliance by the Singapore Trust company with prescribed laws, rules, and regulations by providing oversight and advisory support in conjunction with BOS Financial Crime Compliance and Regulatory Compliance.

ROLES & RESPONSIBILITIES

  • Be the steward of the OCBC Group\'s Core Values.
  • Provide AML and regulatory advice as a trusted advisor to the Singapore Trust company to manage the AML and regulatory risk of the company.
  • Advise the Singapore Trust company in the implementation of compliance policies and procedures (including maintaining and updating BOSTL\'s Compliance Manual).
  • Responsible to work with the trust managers and other business units of the Singapore Trust company to ensure effective implementation and deployment of OCBC Group and BOS Group policies and procedures as well as MAS regulatory requirements in the company.
  • Work with BOS Financial Crime Compliance teams for approval of new trust business and periodic reviews of existing trusts for the Singapore Trust company.
  • Work with BOS Financial Crime Compliance teams and the Singapore Trust company to investigate and file STRs in respect of the trust business.
  • Perform independent assurance and monitoring of the compliance functions and activities outsourced to BOS Financial Crime Compliance.
  • Manage & maintain positive relationship with the MAS, including anticipating regulatory expectations and responding to regulatory queries & findings.
  • Compliance reporting and escalation to BOSTL Board on significant AML and regulatory issues.
Qualifications

WORK EXPERIENCE REQUIREMENTS
  • At least 15 years relevant experience in AML and trust compliance in a private banking / trust company environment.
  • Knowledge of and ability to assess the risks involved in respect of private banking clients, complex trust structures and non-standard trust assets
  • Investigating suspicious transactions and filing of STRs.
  • Strong analytical skills and clear thought process
  • Ability to engage senior management & staff
  • Able to work well under tight deadlines, handle multiple responsibilities and delive results
  • Familiar with excel and preparation of statistics for reporting.
EDUCATION REQUIREMENTS
  • Degree holder
  • ACAMs or ICA would be preferred
  • STEP diploma would be preferred
