Job Description


The HR & Admin Manager is responsible for the full spectrum of HR functions for the Group\xe2\x80\x99s business headquartered in Singapore with subsidiaries in Malaysia, China and Taiwan \xe2\x80\x93 from operations to stakeholder management and business partnering. He/She must be willing to be hands-on the job and to lead and work together with a HR Executive.

RESPONSIBILITIES

Recruitment:

  • Manage and oversee the administration of all recruitment and selection activities, including preparation of job descriptions and advertisements and utilising recruitment platforms to advertise positions, conduct screening and interview candidates
  • Manage and improve onboarding processes
  • Oversee application and renewal of foreign work passes

Budget & Payroll:
  • Manage annual HR budget
  • Process monthly payroll for office staff and bi-monthly payroll for factory workers

Performance Management:
  • Manage annual performance appraisal process
  • Drive talent management process and conversations
  • Collaborate with line managers to implement employee professional development plans

Training and Development:
  • Liaise with external providers to coordinate training programmes

Employee Relations and Engagement:
  • Attract, motivate, and retain our talents
  • Manage employee relations counselling
  • Engage in grievance handling
  • Oversee exit interviews

Compensation and Benefits:
  • Manage key compensation & benefits activities i.e., salary increment, allowance, performance bonus, promotion, insurance, etc.
  • Conduct salary benchmarking

Policy Development & Reporting:
  • Participate in formulation of HR solutions and programmes to address workforce and business needs
  • Align Group practices and policies without infringing national legislations
  • Communicate and implement new policies, processes to the ground
  • Prepare and analyse HR reports for management review

Administrative Duties:
  • Assist in annual ISO renewal process
  • Ensure compliance to regulatory requirements (e.g. NEA, SCDF, BCA, JTC, HPB, etc.)
  • Create and ensure maintenance of SOPs governing corporate administration
  • Support business continuity activities as Safe Management Officer as well as records management
  • Organize corporate events and coordinate with relevant stakeholders on staff engagement activities, e.g., dinner & dance, Christmas party, office staff birthday celebration, mooncake festival, etc.
  • Lead office/factory renovation projects \xe2\x80\x93 plan, propose and implement projects upon consultation with management and other stakeholders
  • Assist with Administration budget
  • Coordinate travel arrangements and related insurance programs
  • Office, factory and facilities management, including workstation planning, dormitory, fire alarm, monthly workplace inspection
  • Assist with Exhibition arrangements

Corporate Social Responsibilities:
  • Manage annual CSR projects/initiatives/events \xe2\x80\x93 plan, propose and implement upon consultation with management and relevant stakeholders
  • Plan, monitor and track CSR budget and expenses

Qualifications and experience:
  • Bachelor\xe2\x80\x99s Degree or equivalent
  • At least 4 years of HR experience with 2 years in a similar capacity as a manager
  • Preferably with experience working in a local company setting managing a small to mid-size headcount
  • Experience over-seeing a dormitory
  • Good command of English and Mandarin skills (speaking, listening, reading and writing)

Key skills:
  • Good knowledge of local employment laws and HR best practices
  • Advantageous to have knowledge of employment legislation and best practices in Malaysia, China and Taiwan
  • Experience in dealing with all levels of staff in a confident and credible manner
  • Strong IT skills, specifically Excel, Word & PowerPoint
  • Strong organisation and interpersonal skills
  • Good listening and problem-solving skills
