Responsibilities include:
Lead the full spectrum of HR functions including
talent acquisition, performance management, compensation & benefits, training & development, and succession planning
.
Manage
foreign workforce administration
: work pass applications/renewals (SP, WP, EP), quota management, and compliance with MOM and BCA regulations.
Liaise with external parties (e.g., ship owners, agents, dormitory providers, training institutes) to coordinate manpower deployment and ensure smooth project execution.
Develop and implement HR policies to strengthen employee engagement, retention, and welfare.
Advise senior management on
HR strategy, workforce optimisation, and organisational development
.
Monitor changes in labour laws, CPF, and regulatory requirements, ensuring timely compliance.
Prepare HR reports and analytics for management decision-making.
Supervise and mentor junior HR/admin staff to ensure efficient HR operations.
Requirements
Degree/Diploma in Human Resource Management, Business Administration or related field.
At least
5 years of HR experience
, including experience in managing foreign manpower and MOM regulations.
Strong knowledge of Singapore
employment law, work pass regulations, and industry-specific compliance (e.g., BCA/PCP requirements)
.
Proven ability to manage multiple stakeholders and handle complex manpower deployment issues.
Strong leadership, problem-solving, and communication skills.
Prior experience in construction / engineering / marine services industry is an advantage.
