Duties

Manpower Planning

  • Assist HR manager in manpower planning through monitoring and analysing of manpower movement, skills mix, scholarships, attrition trends, manpower norms, etc to meet hospital\'s short- and long-term needs.
  • Assist HR manager in the follow-up and implementation of key plans such as talent management, succession planning, career progression, local/foreign dependency, employee climate survey follow-up actions, etc.
Recruitment & Retention
  • Review manpower requirements and prioritize critical open positions to be filled in consultation with hiring managers.
  • Recruit candidates with right competencies, experience and culture fit through effective screening and assessment processes on the principles of fair and unbiased employment selection practices.
  • Recommend recruitment channels to source the right candidates in line with Woodlands Health\'s needs.
  • Review salary proposals, taking into consideration the candidate\'s educational background, experience, market competitiveness and internal staff equity.
  • Ensure that staff employed are issued the relevant pass (where applicable) in accordance with MOM guidelines.
  • Guide juniors to enhance effectiveness of orientation, induction, and assimilation programmes.
  • Recommend alternative strategies to prevent redundancies in the organisation.
  • Conduct exit interviews to gather feedback for better employee retention.
  • Provide advice on managing employee exits to ensure employee leaves with a positive association with the organisation.
Performance Management
  • Oversee the co-ordination of annual total performance management (TPM) exercise, ranging from preparation/distribution of TPM forms to Line Managers, collation of TPM summary submission, tabulation, and preparation of analysis data for the moderation exercise, up to returns and completion of TPM forms.
  • Monitor career progression of staff on talent management scheme annually.
Compensation & Benefits
  • Supervise increment and bonus payments and other relevant compensation items based on policy guidelines and staff\'s eligibility in accordance with their employment terms.
  • Review needs of the workforce to recommend non-monetary benefits options to the Compensation & Benefits managers.
Diversity & Inclusion Management
  • Conduct research on best practices in diversity and inclusion management.
  • Identify the current state of workplace diversity.
  • Implement diversity and inclusion programmes according to plan.
  • Communicate diversity and inclusion programmes to employees through appropriate channels.
  • Advise employees on ways to deal with diversity-related challenges.
Employee Relations, Grievance Handling & Disciplinary Issues
  • Conduct staff counselling and grievance handling. Assist with staff disciplinary issues and inquiries.
Analytics & Insight
  • Analyse data by employing a range of statistical tools to create insights and foresights to guide decision-making.
  • Develop insightful presentation derived from data analysis using dashboards or data visualisation tools.
  • Evaluate results to extract insights that may affect HR strategies.
HR Systems & Processes
  • Design feedback mechanisms to gather inputs on effectiveness of HR processes from lines of business.
  • Introduce processes and systems that support HR operations\' needs.
  • Lead implementation of improvements or new processes and systems that support HR operations\' needs.
  • Train HR operations team and line managers on changes in systems and processes.
General
  • Review submissions for MOM/MOH/NHG.
  • Supervise HR Executives and Assistants in the performance of their work. Provide coaching and guidance to juniors.
  • Draft proposals, submit papers and deliver presentations.
  • Drive work processes simplification, enhancement and automation to enhance staff productivity.
  • Assess and present proposals to improve internal workflows.
  • Manage internal stakeholders beyond the team and external stakeholders to achieve shared goals.
  • Drive HR projects.
  • Perform any other duties / projects as assigned by supervisor.
Requirements
  • Minimally Degree in human resource management
  • Prior experience in healthcare institution is required
  • Minimally 7 years of experience in similar capacity
