The position is assigned in the Prevention and Compliance Division (AIPD) within the Office of Anticorruption and Integrity (OAI). Underpinned by ADB's zero tolerance for corruption, the Office of Anticorruption and Integrity (OAI) aligns with ADB's commitment to strengthen governance across Asia and the Pacific as it mitigates integrity risks, investigates integrity violations, and promotes integrity among ADB's stakeholders. OAI leads ADB's integrity initiatives and comprises the Office of the Head, the Investigations Division (AIID), and the Prevention and Compliance Division (AIPD).

AIPD raises awareness of and promotes ADB's Anticorruption Policy and ADB's role in combatting money laundering and the financing of terrorism, fraud mitigation, and other integrity risks; provides knowledge products and services, and develops and implements policy and capacity development activities for ADB stakeholders and developing member countries related thereto. AIPD also conducts proactive integrity reviews; recommends measures to mitigate or reduce integrity risks; and serves as ADB's focal point and independent advisor on money laundering and financing of terrorism, tax integrity, and other integrity risks.

As part of ADB's continued approach to improving its risk identification and mitigation, ADB has internal controls including but not limited to undertaking screening of firms and individuals, triaging, and analysis of any sanctions on these parties (Screened Subjects).

Job Purpose


The Integrity Officer will contribute to operationalizing and enhancing elements of ADB's internal controls including but not limited to sanctions screening, analytical research, triaging cases, and quality assurance work. This includes undertaking analytical research for due diligence purposes in relation to integrity risks. The position is responsible for conducting sanctions and other integrity research and analysis on parties connected to any ADB-financed, -administered, or -supported activities to identify any risks to ADB.

The incumbent will report to a designated International Staff and senior National Staff.
Responsibilities
a. Sanctions Controls
  • Identifies and reviews risk alerts to establish whether a sanction impact and/or is connected to ADB and/or the profiles of the Screened Subjects.
  • Conducts research, analysis, and sources additional information, as necessary.
  • Provides areas for improvement on internal controls, as identified.
  • Prepares analysis report with recommendations on the results of the sanctions screening.
  • Prepares dashboard reports and contributes to the internal controls.
  • Conducts periodic quality assurance of the outputs delivered and the sanctions screening process.
b. Integrity Due Diligence
  • Assists in conducting integrity due diligence (IDD), including tax IDD research and analysis and drafting conclusions and recommendations with respect to ADB's risk exposure to entities of interest.
  • Assists in research and analysis and conducting employment screening due diligence, including the conduct of desktop background checks on recruitment candidates.
  • As required, assists in conducting pro-active monitoring of entities for profiling/data collection, analysis, and advisory action.
  • As required, performs IDD reviews for ADB procurement and consultant recruitment activities, including institutional suppliers and contractors.
c. Awareness Raising and Capacity Building
  • Supports the team in conducting seminars and workshops, delivers presentations, and facilitates meetings to foster an understanding of ADB's sanctions control framework and other IDD-related matters.
c. Others
  • Provides inputs to IDD-related internal controls and workflows including and not limited to policies and guidelines, supporting the Director AIPD or delegate in developing and improving ADB's IDD-related policies and guidelines.
  • Undertakes other work that may be assigned by the Director of AIPD and/or Head, OAI.

Qualifications

Relevant Experience & Requirements
  • Bachelor's degree from a duly accredited educational institution in an area relevant to the role, preferably with additional advanced training or advanced qualifications (Master's Degree or equivalent).
  • At least 8 years of relevant combined experience, particularly in the areas of (i) sanctions screening, and (ii) IDD.
  • Preferably with professional qualifications such as financial crime prevention, anti-money laundering or fraud, or similar professional certification from a duly accredited educational institution.
  • Understanding of international standards, principles and practices on financial crime compliance due diligence
  • Detail-oriented with excellent research techniques and data analysis skills including investigating data relationships and anomalies, identifying integrity risks and explaining and justifying them.
  • Ability to perform under pressure and interact with others, with the utmost diplomatic and professional manner at all times.
  • Excellent oral and written communication skills in English, including the ability to clearly and concisely prepare, present, discuss and defend issues, findings and recommendations at senior levels, and to produce complex and compelling reports; fluency in another language spoken in Russian and one or more of ADB's developing member countries (especially, Chinese) is an advantage.
  • Ability to balance multiple work priorities effectively and adapt priorities within a very dynamic environment
  • Ability to work with discretion in handling sensitive and confidential matters.
  • Proven ability to work independently
  • Demonstrated ability to maintain the highest ethical standards of professional and personal conduct, including ability to undergo a thorough professional, personal and financial background investigation with satisfactory results
  • Ability to develop rapport internally and externally in a multicultural environment
  • Ability to work collaboratively with teams as a constructive team member

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
