JOB SUMMARY



This position is located in the Fleet and Family Support Office (FFSO) at Singapore Area Coordinator (SAC). The primary purpose of this position is to provide Intercultural Relations (ICR) programs and services to military members, retirees, family members and eligible customers.


DUTIES AND RESPONSIBILITIES



Serves as non-clinical consultant and instructor. Develops, coordinates, and instructs the Intercultural Relations course programing including but not limited to advance cultural classes, newcomers briefs, skill-building (overcoming culture shock, managing stress, and understanding cultural differences) and various Work and Family Life (WFL) relocation and cultural issues and concerns as part of on-going FFSC Skills for Living program. Provides hands-on training in the use of Singapore public transportation, shopping and basic needs by conducting field trips in order to provide rapid familiarity of Singapore environment. Prepares lesson guides, audio, visual aids, and handouts for distribution. Provides orientation training to all newly arrived personnel. Topics include introduction to the country and its culture, customs, foods, language, currency, etiquette, etc, Develops, prepares and maintains an assortment of maps and narrative directions to popular local sites, destinations, and off base process such as licenses, vehicle, cell phone services and other local regulations for everyday personal services. Tracks national and local data on public service events, festivals and travel information. Develops and facilitates follow-on workshops to further awareness and understanding of the local culture; provides encouragement and skills to help military members, family members, and other eligible beneficiaries continue their adjustment process overseas and promote positive interaction with the host nation. Keeps up-to-date on current Singaporean affairs to update services and disseminate accurate information to customers. Conducts individual non-clinical counseling to assist customers with cultural adaptation issues. Performs front desk duty as needed in support of the entire center. This includes answering the center's central telephone system, greeting and responding to walk-in customers, registering participants for workshops, and determining the best appropriate referral service within the center. Contact appropriate off-base local agencies such as local governments, cultural, historical facilities in order to provide off-base information to U.S. Department of Defense base personnel. Provides specified data for off base living to include information concerning Singapore homes, paying household bills, consumer education, cultural and recreational opportunities occurring in the SAC area that can be reached quickly and easily. Conducts research, revises current services, and develops new services that best accomplish the goals for the program. Performs other related duties and tasks as assigned.

KNOWLEDGE REQUIRED BY THE POSITION



Experience in human services program management. Skill in preparation of presentations and public speaking in front of large and small group settings. Skill in teaching and facilitating groups of 10 or more adults. Knowledge of basic teaching techniques and ability to present information in specific social service areas, such as career planning, employment assistance, personal financial management, Ombudsman program, and relocation assistance, and evaluate the effectiveness of the training. Knowledge of concepts, theories, and practices used to develop and evaluate various workshops and programs. Ability to interpret technical data and prepare training materials on various topics, such as intercultural relations, relocation, deployment, employment, and Ombudsman program related to military personnel and their families. Practical knowledge of the mobile military lifestyle, including relocation issues, and understanding Navy policies and procedures impacting personnel and their families. Ability to communicate well in English, both orally and in writing; collaborate with and work harmoniously with all levels of personnel inside and outside the department. Ability to use tact and diplomacy to establish effective working relationships and work in a culturally diverse environment, showing tolerance for cultural diversity. Knowledge of multi-media training equipment. Knowledge and ability to use a personal computer and various software. Ability to plan and organize work independently and to identify problems and develop innovative solutions. Knowledge of American and Singaporean history, customs and culture.

QUALIFICATIONS REQUIRED



To qualify for this position, candidates must possess the qualifications identified below. Candidates qualifying for the position must provide sufficient information to demonstrate how these requirements are met.


Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.

OR



Three years of general experience in a social services activity or other organization that required the ability to conduct interviews; to collect and analyze pertinent facts; to provide needed information, advice, and practical assistance; and to prepare clear concise personal histories and factual reports.


CONDITIONS OF EMPLOYMENT



Satisfactorily complete all background checks to include Local Agency Check (LAC) or equivalent.


Must possess and be able to maintain a current and valid driver's license.


This position is eligible for situtional telework.

Salary is commensurate with experience and/or education.
