:

BROAD FUNCTION

• Play a key role in organization-wide digitization and digitalization to ensure the overall success of the Organization in line with the Organizations vision and mission.
• Provide leadership and guidance in leveraging technology in support of Organizations growth, and the smooth running of IT applications.

ROLES AND RESPONSIBILITIES

• Assist to develop and review IT strategy and roadmap to meet growing needs of the Organization.
• Assist in securing grants/funding for IT projects, and ensure timely completion of project, utilization of the approved grant/funding, and fulfilment of funding obligations.
• Partner with business/process owners to provide consultation/guidance, and act as single point of contact for IT
• Application matters, including leveraging technology in support of Organizations vision and mission.
• Partner with business owners to provide guidance and support on IT matters pertaining to applications/systems owned by MOH, AIC, PHIs, and other relevant authorities needed in the running of the organizations operations.
• Provide leadership in the IT Application teams operations including resource management, performance management and duty assignment.
• Be responsible for requirement scope and specifications, as well as be part of the evaluation in the procurement of application platforms and professional services.
• Ensure IT Application projects are planned and managed within budget, timeline and with quality.
• Manage IT application vendors and project/maintenance service contracts, and liaise with service providers on service quality, feedback and improvements.
• Keep abreast of relevant IT trends and technological development, and evaluate new technology/solutions, assess for suitability and make recommendation for potential adoption.
• Plan and carry out technology refresh and preventive maintenance to ensure performance and mitigate risks of application service disruption.
• Streamline processes and leverage on technology and automation to achieve operational effectiveness and improve productivity.
• Develop and sustain business continuity plan to mitigate mission critical service disruption including reaction plan to application downtime.
• Develop and maintain work processes and system documentation including policies/procedures to achieve efficiency and sustainability in the IT Applications area.
• Take charge of any new initiatives or projects as assigned.

Requirements:

• Bachelors degree in Computer Science, Information Technology or equivalent
• Minimum 5 years of experience in leading a team and implementing projects
• Good project management skills, organizing work, setting priorities and meeting critical time deadlines
• Excellent communication, interpersonal and leadership skills with strong initiative
• Adaptability and willingness to learn new skills, technologies
• Strong analytical and problem-solving skills
• Positive work attitude and ability to work under pressure
• Able to work in an ambiguous situation with a can-do attitude
• Able to communicate well and collaborate effectively with healthcare professionals and IT teams
• Experience with healthcare information systems such as Electronic Medical Records (EMR) and other clinical applications would be an advantage
