Background


While there have been recent policy shifts in the Philippines towards a transition to a renewable energy (RE) regime,[1] the overall share of RE technologies and sources (e.g. solar, wind, run-of-river hyropower, biomass) in the country’s energy mix showed little improvement.[2] Furthermore, much work remains in terms of highlighting a more justice orientation in recent calls for a transition to RE systems – i.e. surfacing perspectives of gender equality and fairness in energy transition goals, ensuring that concerns of poor and unelectrified communities and of women and other vulnerable groups are included in the advocacy agenda, and that these stakeholders later form part of the broader constituency for such advocacy.
Alongside the impacts of climate change, people’s energy poverty stunts economic development and constrains them from developing their full potentials and promoting their well-being. It is not enough to merely have “energy transition”. Justice must also be at its core and must be put forward to ensure fair and equitable decision-making processes and equal access to its benefits.[3]
Oxfam Philippines’ RE-Start Campaign aims to accelerate public sector support to RE transition particularly by focusing policy change on providing a more levelled off playing field for private sector uptake of RE (given the government’s current heavy subsidy on conventional energy sources), and on facilitating access to RE by climate change vulnerable communities, including small island communities. It also aims to develop inclusive and gender fair policy frameworks and practical models for the envisioned transition to RE to inform future advocacy efforts. For the second objective, Oxfam wishes to engage the services of an external consultant to develop a policy framework and practical models for a just energy transition in the Philippines, focusing on poor and vulnerable communities, with an emphasis on women. This would entail energy transition models, first for the energy poor – many of whom live in off-grid communities, such as islands and distant indigenous sites, but also the energy poor in electrified areas – those who suffer from unaffordable energy, where electricity costs half (or more) of incomes, or from polluting cooking fuels, and also those whose livelihoods will be displaced by the transition from fossil fuel..
These terms of reference outlines the significance, overall objectives, suggested parameters and approaches, key deliverables, work plan, and qualifications for the said engagement.

Objectives


To contribute to over-all policy-making on a just energy transition by developing a policy and advocacy framework, and practical models in the Philippines.

Deliverables


1. A detailed work plan including all the activities involved in the development of the policy and advocacy framework for just energy transition in the Philippines.
2. Review of the current climate change and energy transition landscape of the Philippines, using a feminist/gender lens.
3. Policy and Advocacy Framework on Just Energy Transition in the Philippines focusing on Oxfam Pilipinas’ priority areas and stakeholders[1]:
  • off-grid, climate-vulnerable small island communities;
  • low- and middle-income populations who spend almost half of their income on energy;
  • those working in the fossil fuel sector/in communities with coal plants;
  • isolated electric cooperatives in the country.

4. Abridged version of the Policy and Advocacy Framework on Just Energy Transition.
5. Slide deck/presentation of the Policy and Advocacy Framework in Just Energy Transition in the Philippines.

Qualifications


1. Degree in social sciences, education, environmental management or related fields (Having a masteral degree is an advantage);
2. Strong expertise in policy advocacy work, policy review and policy drafting related to climate change, energy, and/or just energy transition;
3. Strong feminist and/or gender studies background and familiarity with Oxfam’s ways of working and feminist principles;
4. Familiar with use of digital data-base systems, data digitalization trends, data-privacy rights and sensitivity to cultural and historical contexts in the data collection and analysis process;
5. Familiarity with/experience in using digital-online platforms for communications, consultations, and convening of meetings and project activities;
6. Strong analytical skills and ability to think strategically while resolving urgent problems;
7. Ability to facilitate and relate to stakeholders at multiple levels and in diverse contexts;
8. Organized, with developed ability to prioritize tasks to meet tight deadlines, while providing effective attention to details and substantive analyses towards high quality outputs; and
9. Fluency in both written and oral English and Filipino, and able to write good quality reports and other related knowledge products to facilitate effective learning sessions and capacity development.

Application must include a letter of intent, curriculum vitae stating proponent’s relevant skills and experience to undertake the task. Additionally, at least two samples of recent work will be attached to a letter of intent stating the proponent’s availability and capacity to deliver the scope of work within the specified timeframe. Letter of intent, CV and sample works should be submitted not later than June 5, 2022.
