Lead Business Analyst, Public Sector

Role Responsibilities

  • Work with client team to understand business requirements, with emphasis on objective to achieve / problem statement.
  • Identify as-is to-be state gaps and challenges
  • Apply Design Thinking methodology to develop and execute solutions
  • Translate business requirements into detailed user stories, functional/technical specifications, and acceptance criteria
  • Ensure that solutions are aligned with client\'s technology directions and industry best practices
  • Ensure that solutions are addressing the problem statement/objective to be achieved
  • Actively coordinate with key stakeholders for smooth deployment, operations, and maintenance
  • Analyse Change Requests, propose improvements, and identify new opportunities in the digital transformation journey
  • Review test scenarios, acceptance criteria of user stories, definition of done
  • Conduct backlog grooming, prioritization and planning with product owners.
  • Drive/plan releases with development team and project manager
Skills & Experience
  • At least 5 years of relevant experience in Business Analysis and at least 2 years of experience in Singapore Public Sector projects.
  • Experience in leading a team of business analyst, guiding business analyst.
  • Ability to use Agile methodology in at least one full software or product development cycle
  • Degree in Computer Science, Business, Finance, Banking or related subject areas
  • Having experience in implementing/handling large complex projects requirements (implementation/maintenance) projects (i.e. multi depts/modules, interfaces, internet & intranet integrations).
  • Experience in using Agile methodology in at least one full software or product development cycle or software development life cycle
  • Strong analytical, conceptualization, and problem-solving skills
  • Good communication skills, with the ability to pitch ideas and influence
  • Good stakeholder handling, managed difficult/demanding clients
  • Bridge between business and developer team
  • A driven and motivated personality with an inquisitive mind
  • Ability to learn and apply
Good to Have
  • Knowledge or experience in implementing projects in at least one of the following areas: (Cloud system, Data Analytics, Internet and Mobile Technologies, CRM, Knowledge Management and Service Design)
  • Business Analysis certification, e.g. Certified Business Analysis Professional (CBAP)
  • Agile methodology certifications, e.g. Certified ScrumMaster (CSM) or Product Owner (CSPO)
