We are seeking a highly experienced and strategic-minded Lead/Senior ICT & Smart Systems (ICT&SS) Risk Specialist to join our team. You will play a pivotal role in ensuring that public sector ICT&SS project plans are fit-for-purpose, cost effective and are aligned with Whole-of-Government (WOG) strategic outcomes.

As a key member of the team, you will collaborate with technical specialists and subject matter experts to drive Whole-of-Government (WOG) synergies while leveraging your expertise in digitalisation, IT governance and risk management. Your contribution will be vital in shaping the success of public sector ICT&SS project outcomes.

What you will be working on:

• Policy Development \xe2\x80\x93 Develop and enhance policies, standards and guidelines for ICT&SS project planning for adoption by government agencies.
• Portfolio Management \xe2\x80\x93 Analyse datasets to gain insights into agencies\xe2\x80\x99 project plans and spending to drive greater synergies across agencies and adoption of central tech stack and platforms, and identify opportunities for central engagement efforts. You will develop and operationalise dashboards for insights on agency ICT&SS spending and project cost benchmarks.
• Project Reviews \xe2\x80\x93 Lead and manage cross-functional teams comprising technical specialists and subject matter experts to review ICT&SS proposals for project endorsement of sound business case, cost reasonableness, and technical architecture robustness.
• Post Implementation Reviews \xe2\x80\x93 Lead and manage post-implementation project reviews to validate project outcomes and benefit realisation, and capture lessons learnt for promulgation of good practices.
• Cost-Benefit Studies \xe2\x80\x93 Lead and manage ICT&SS cost-benefit studies to validate cost-benefits, capture learning and good practices.
• Digitalising Governance \xe2\x80\x93 Lead and manage the development of portfolio requirements, enhancements and operationalisation of the Portfolio Module within WOG Digital Governance Platform.

What we are looking for:

Degree in ICT, Computer Science, Engineering, Business, or related discipline

At least 10 years relevant working experience in large value ICT project implementations, ICT portfolio governance and/or governance risk and compliance in a team lead role, preferably with public sector ICT project experience

Ability to take a broad and strategic perspective, and able to drill down to understand specific project details

Good understanding of government ICT policies and standards, technology stack, and whole-of-government ICT&SS initiatives

Proficient in the use of data analysis and visualization tools (e.g. MS excel, Tableau)

Strong written and oral communication skills, with the ability to provide quality written assessment and present to senior management

Proactive, collaborative with good stakeholder management skills

Certified in the Governance of Enterprise IT (CGEIT), and/or Certified in Risk and Information Systems Control (CRISC) is preferred
