We are looking for a Learning and Development (L&D) Manager to drive and implement our strategic L&D initiatives. This role will work with Organisation Committee and Centre of Excellence Technical Committee to fast track the development of our employees along their career pathway; facilitate various initiatives implementation including curriculum and multi-media programme design, programme delivery, evaluation, technical assessment and coaching. The role will manage the Learning Manage System and keep track of key L&D metrics.

Responsibilities

  • Collaborates with OD Committee and Centre of Excellence to lay the foundation work of the strategic L&D initiatives according to the three year plan (2023-2025).
  • Conducts training needs analysis, engages with project delivery staff to understand industry trends.
  • Advises to evolve our competency model and proposes to introduce new topics for training curriculum.
  • Designs non-technical training programmes, develops training materials and facilitates the respective programmes.
  • Provides guidance to technical committee on programme design to include interactive elements and improve learning effectiveness and learning motivation.
  • Provides support to technical programme design and ensure quality of programmes before launch.
  • Lead in improving the existing programme to include multimedia elements so as to increase interest and learning effectiveness.
  • Provides training services to employees to ensure they meet their job requirements; manages individual training requests and training subsidy scheme for project delivery staff.
  • Identifies appropriate vendors to provide training of relevant topics.
  • Reviews new technologies for training applications and recommends effective ways of learning to employees
  • Manages training administration from training enrolment, evaluation, and reporting.
  • Evaluates the effectiveness of training programs and development activities. Proposes ideas on continuous improvement.
  • Facilitates competency assessment for project delivery staff.
  • Manages and continues to improve on-boarding programme for project delivery staff.
  • Supports evaluation of Learning Management System (LMS), identifies suitable platform for Sygna Academy use and makes recommendations.
  • Supports to drive learning and development culture in Sygna.
  • Provide regular report on L&D KPIs.
  • Assists in the review of learning & development policy & procedures.
  • Handles any new initiatives as assigned by line manager.

Requirements

Knowledge
  • Diploma or Degree in learning and development, with background in engineering preferable.
  • Good command of both written and spoken English.
  • Competency in Microsoft applications including Word, Excel, Outlook, and PowerPoint. Experience
  • Minimum 8 years of experience in L&D with at least 5 years in training design, delivery and evaluation.
  • 2 years of experience of managing learning management system.
  • Experience in producing e-learning courses. Competencies
