The Air Traffic Management Research Institute (ATMRI) at Nanyang Technological University (NTU), Singapore, was established in 2013 through a collaboration between NTU and the Civil Aviation Authority of Singapore (CAAS). Its mission is to conduct cutting-edge research in air traffic management (ATM) to support Singapore's position as a leading air hub and drive innovation in the Asia-Pacific region.
ATMRI focuses on modernizing and harmonizing regional airspace operations to sustain the rapid growth of air transportation in the region. Its strategic research areas include artificial intelligence and data analytics for ATM, urban aerial transport systems, regional ATM modernization, exploratory studies on emerging technologies, and talent development through PhD programs.

The Manager, Administration Support is responsible for overseeing the administrative operations, budget management, external liaison, R&D programme management and publicity efforts of the research center. This role ensures efficient workflow, financial sustainability, strategic partnerships, and effective communication to enhance the centers visibility and impact.
Job responsibilities:
Policies planning, formulation and implementation
Manage and deliver an effective policy and planning in supporting and strengthening the institutes structure, function and direction. Examine the current practice and policy matters.
Suggest and formulate new and refined policies to the management team and implement them.
Budget and financial management
Delivery of an effective financial system and strategic action plan for the Institute in supporting the University and the funding agencies financial requirements. For instance:
Prepare and monitor the institutes budget, ensuring financial sustainability
Track expenditures, approve financial transactions and maintain records
Collaborate with finance teams to ensure compliance with funding regulations
Identify cost-saving opportunities and optimize resource allocation
HR Management
Delivery of an effective human resource system and strategic action plan for the Institute in supporting the University and as per the MOA requirements:
Manage and oversee the full spectrum of responsibilities in the recruitment of the Institute Management Support Staff (MSO) including preparation of job descriptions, interviewing, budget and induction programme
Set up, develop and manage orientation programme to newly hired staff
Manage the salary and appraisal matters of the research staff
Supervise administrative staff and provide guidance on best practices
Manage matters related to the Governing Council, the Scientific Advisory Panel and other important visitors and meetings
Delivery of effective support to the Governing Council (GC), the Scientific Advisory Panel (SAP) and other important visits and meetings:
Manage the full spectrum of the appointments and re-appointments of the Governing Council and Scientific Advisory Panel members
Prepare and support in writing the meeting papers.
Provide administrative support to the SAP in its reviews of programmes/projects proposals and progresses.
Manage matters related to the Memorandum of Agreement and other agreements
Set up, manage and refine administration systems to track and monitor KPIs, tracking metrics and deliverables for the Institute.
Provide review and management of the terms and conditions of the existing MOA and provide administrative support and facilitate in its 5-year rolling plans in supporting the Director and the management team.
Prepare, liaise and manage the agreements with NTU LSO and with both existing and potential partners.
Manage the R&D programmes
Manage an effective R&D programme management system that provides guidance and structure to the R&D staff in the administration of funds and its reimbursement, KPIs, deliverables and terms and conditions.
Liaison and stakeholder engagement
Act as the primary point of contact for external partners, funding agencies, and collaborators.
Foster relationships with academic institutions, government bodies, and industry stakeholders.
Coordinate research collaborations, sponsorships, and funding opportunities.
Represent the center in meetings, conferences, and networking events.
Publicity and Communication
Develop and execute marketing strategies to enhance the centers visibility.
Oversee content creation for websites, newsletters, and social media platforms.
Manage public relations efforts, including press releases and media outreach.
Organize events, seminars, and workshops to promote research activities.
Requirements:
Education qualifications:
Recognised Bachelors Degree in Business Administration, Finance, Public Policy, Human Resource Management, or a related field.
Postgraduate qualifications (e.g., MBA, MPA) will be advantageous
Relevant experience:
Minimum 8 years of relevant working experience is preferred.
Proven experience in administrative management, financial oversight, HR management, research programme management, and stakeholder engagement in a research center or university setting.
Experience working with senior leadership, managing committees (e.g., Governing Councils, Scientific Advisory Panels), and coordinating large-scale institutional projects.
