Job Description


Role Responsibilities
To ensure that Standard Chartered Group has controls to manage its regulatory risk and to have appropriate arrangements in place to meet the requirements associated with client tax information reporting regimes (e.g. FATCA and CRS), Chapter 3 of U.S. Internal Revenue Code and QI agreement ("Regimes") for all client segments, the role will support the venture businesses of Standard Chartered Group. This requires development of relationships with business stakeholders and understand the business models for these businesses to be able to effectively execute on the responsibilities to support the second line risk owner, subject matter expert and be recognised as a trustworthy partner. Where required, the role is also required to assist in supporting the review the effectiveness of process and control design proposed by these businesses, anticipate future challenges with new strategies and to think creatively about how to address them in advance.
Additionally, the role is also required to support the new regulations on crypto assets reporting framework (CARF) and impact of these on businesses especially the venture businesses.
Responsibilities
Strategy
Awareness and understanding of the Group\'s business strategy and model. In relation to CTI which is the subject matter expert on client tax information regimes, this includes:

  • Profile - general awareness of Regimes (including CARF) amongst stakeholders.
  • Management of stakeholders - support the Head of Tax, CTI in stakeholders\' management
  • Risk ownership - understand the venture businesses\' risk framework, assisting in the implementation and effective monitoring of controls and processes required by Tax as risk owner for issues relating to client due diligence, monitoring, withholding and reporting.
Business
  • Provide advice and solutions to support business implementation as part of requirements of the Regimes
Processes
  • Giving input to business stakeholders on whether their processes address the requirements of CTI\'s policies and standards (and process notes, guidance notes, manuals etc.)
People & Talent
  • Lead through example and build the appropriate culture and values
  • Work in collaboration with CTI team and other Group Tax team members, risk owners and process owners
Risk Management
  • Work towards having CTI risk framework being embedded in business activities and processes of process owners and risk owners\' obligations
  • Review processes that are required to be implemented by process owners
Governance
  • Reviewing and addressing all ORF client tax risks and potential causes, controls, CSTs, KCIs, risk registers, MI and trace to top risks for the venture businesses

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Key stakeholders
  • Business stakeholders, Group Tax and Client Tax Information Reporting teams, business support functions (legal, compliance, IT, finance)
Qualifications
Training, licenses, memberships and certifications
Our ideal candidate
  • 6+ years of experience in FATCA/ CRS
Role Specific Technical Competencies
  • Knowledge of client tax information regimes (particularly FATCA and CRS), Chapter 3 of U.S. Internal Revenue Code and Qualified Intermediary Agreement
  • Experience in tax operations, compliance, audit and/or regulatory risk management
  • Ability to understand and advise on operational aspects of implementation of tax requirements
  • Effective communication skills including discussions with businesses and management.
