Job Purpose

The aim of the Manager, Compliance, is to act as key support to SMRT Trains in the aspect of planning, implementing and continually improving the processes of compliance management that ensures safety, operations, maintenance, and service excellence standards are met. He/ She will work with other auditing and compliance agencies to ensure alignment with the corporate strategy regarding management control and compliance management. He/or she shall be responsible for planning and implementing the Quality Management System, Health, Safety and Environment audit and inspection program to validate ground compliances, conduct investigations on rail incidents, including accidents and near misses and report compliance performances including for audits, inspections, and investigations to Management.

Responsibilities

The duties and responsibilities of Manager, Compliance are as listed below. Please note that the list is not comprehensive and related duties and responsibilities may be assigned from time to time.

• Plan and execute risk-based audit and inspection program with focus on Quality Management System and Safety of the employees
• Validate compliance to establish authorized operating documents, past incident/audit/inspection findings, Key Risk indicators and risk registers.
• Oversee to implement Quality Compliance Framework.
• Collaborate with Lines and Divisions to ensure compliance to ISO9001, ISO14001 and ISO45001 requirements
• Conduct investigations for rail incident/accident and support Line Department\'s investigations.
• Review audit, inspection and investigation reports and ensure the documentation and filing of records.
• Improve the efficiency of Compliance processes through digitalization.
• Facilitate, support and track LTA, MOM and any other authorities audits and inspections with internal stakeholders.
• Monitor and report results and findings from audits, inspections and investigations.
• Trend and provide regular updates to management on outcomes of audits, inspections, and investigations.
• Liaison to Ministry of Transport (MOT) Transport Safety Investigation Bureau (TSIB) and LTA, as required in
• Event of incident/accident occurrence.
• Perform role of Safety & Investigation Unit at incident site in accordance to Rail Incident Management Plan.

Qualifications & Work Experience

• Bsc Degree in Engineering or Science
• 5 years of experience as Manager or Senior Engineer/Executive position
• Experience in Public Transport, Aviation or MRO industry is preferred
• Strong knowledge and experience in Quality Management and HSE management systems
• Qualified lead ISO9001/45001/OHSAS18001/ISO14001 auditor
• Trained and experienced in investigation methodologies such as 5M or Systemic Cause Analysis Technique and Kaizen
• Fundamental knowledge on mechanical and electrical systems and processes is preferred.
• Knowledge in MRT operations and maintenance is advantageous.

Skills

Technical skills include:

• Good knowledge on Quality tools and Workplace Safety and Health Tools
• Should possess strong ethical traits required for auditors
• Good audit, inspection and investigation report writing skills
• Proficient in MS Word, Excel and PowerPoint

Generic skills include:

• Strong leadership skills to manage tasks and deadlines
• Critical thinker and problem solver
• Strong report writing and presentation skills
• Great interpersonal and communication skills
• Good time management.
