Job Description

Job Purpose

The position is responsible in leading a team of Engineer(s), Engineering Maintenance Manager(s), Assistant Engineer(s) and Technical Officer(s) to oversee and manage maintenance contracts within the Network System Maintenance (NSM) Division.

He/she shall support the Branch Manager in the execution to enable effective and efficient management of all maintenance contracts.

He/she shall oversee the following scopes not limited to: * Air-Conditioning and Mechanical Ventilation (ACMV) system; air-conditioning system inclusive of chilled water and direct expansion system.

• Motor Control Centers (MCC) system / power distribution system
• Local Sequential Controller (LSC) system / building management system
• Tunnel Ventilation (TVS) system

Responsibilities

1. Liaise with OEM, vendors and SMRT stakeholders to provide input of Tender Specifications.

2. Participate in Tender exercise and review of tender submissions.

3. Involvement in Contract kick-off meeting(s) to confirm the contract deliverables and contract requirements.

4. Raising of Purchase Requisition (PR) and Purchase Order (PO) for recurring Term Contracts.

5. Ensure Contract compliance through documentation and site audit conducted on a fixed periodic basis.

6. Contract management and Contractor Performance management for recurring term contracts through regular SMRT-Contractor dialogue.

7. Manage and track the expenditures and utilisation of the Contract sum.

8. Proper closure of Contract and Final account payment settlement including clearing of outstanding payment and Liquidated Damages.

9. Oversees the welfares, safety, attendance, discipline, training and development of staff in order to achieve their productivity and motivation.

Qualifications & Work Experience

• Degree in Mechanical Engineering / Electrical Engineering / Building Services / Facilities Management and at least 5 years of relevant working experience or;
• Diploma in Mechanical Engineering / Electrical Engineering / Building Services / Facilities Management or a Diploma in related discipline and more than 10 years of relevant working experience.
• Familiar with local regulations, guidelines and code of practices.

Skills

• Ability to manage and lead a team to work towards the Department\'s objectives.
• Able to work effectively under pressure.
• Possess good contract management skillset.
• Proven track records in mechanical services of ACMV system. Experience in Air-Conditioning and Mechanical Ventilation systems will be an advantage.
• Must be self-motivated, resourceful, organized, independent and possess strong interpersonal & communication skills
• Able to focus on the quality of works with compliance to procurement guidelines.
• Willing to work in Railway operating environment.
