Job Description

The Career & Attachment Office (CAO) is seeking a highly motivated and experienced Manager, Data and Insights to lead the consolidation, management, and analysis of large datasets that drive data-informed decision-making and improve student career outcomes. The successful candidate will be responsible for building and maintaining data infrastructure and frameworks, optimising data collection and organisation processes, as well as developing dashboards and visualisations to monitor key metrics such as internship participation, event engagement, and employer involvement. This role also involves close collaboration with stakeholders to translate complex data into actionable insights, champion process optimisation and automation, and ensure compliance with data governance and regulatory standards.
Responsibilities:
Data Analysis, Reporting & ManagementConsolidate and process large datasets from multiple sources (e.g. internships, student placements, events and career programmes), ensuring data integrity and accuracy. Lead the development and implementation of new data collection methods and tools to enhance the effectiveness of CAO's initiatives. Build and maintain data infrastructure, including data pipelines, aggregated datasets, reports and dashboards, to track key metrics for data-driven projects (e.g. MOE Graduate Employment Survey, Biennial Industry Survey). Propose and implement long-term solutions to improve reporting systems, dashboards, and visualisations that track key metrics such as internship participation, event participation and employer engagement. Provide analytical support by answering to data queries and generating comprehensive reports for stakeholders, addressing discrepancies and ensuring timely and accurate reporting. Develop and implement data quality assurance processes, including validation rules, reconciliation checks, and anomaly detection, to ensure data accuracy and consistency across systems. Conduct benchmarking studies and market trend analyses to inform strategic planning, ensuring CAO initiatives are aligned with industry standards and evolving employer needs.

Stakeholder Engagement & CollaborationDrive and support changes towards a student-centric, data-driven culture within the organisation by reviewing and evaluating the effectiveness of outcomes. Provides training and support to improve data literacy across teams. Work closely with cross-functional teams and HOD to analyse complex datasets and translate analytical findings into business-friendly insights for non-technical stakeholders to implement new processes and systems. Build strong collaborative relationships with stakeholders to understand business and data needs, identify trends, patterns and actionable insights through data storytelling and visualisation to support business decisions. Identify, engage and work with vendors and external partners to meet project goals and deliverables while ensuring data consistency and integrity.

Governance, Regulatory & Compliance AwarenessEstablish data governance framework within the organisation through strong understanding of data governance principles and industry best practices. Maintain adherence to data security, privacy, and protection regulations (e.g., PDPA, GDPR) with sound knowledge of data protection laws and regulatory requirements. Control and manage the full data lifecycle, including data classification, retention, and secure disposal. Advocate and drive ethical data usage by establishing internal guidelines. Plan and direct audits to ensure compliance with both internal policies and external regulatory standards.

Process OptimisationLead the review, streamlining, and optimisation of end-to-end data processes to enhance operational efficiency, reduce manual effort, and support scalability across CAO initiatives. Establish and maintain standardised processes and documentation for data handling, reporting, and dashboard development to ensure consistency, traceability, and sustainability of data operations.

Leadership & Team ManagementProvide supervision to associates or student assistants, ensuring effective task delegation, capability development, and alignment with team objectives. Foster a collaborative environment within and beyond the team, implement feedback loops to promote the effective sharing of insights and alignment with CAO's mission to improve student career outcomes.

Job Requirements:Degree in Business Analytics, Statistics, Computer Science, Information Systems, or a related field. Relevant certifications in data analytics, business intelligence, or automation tools are advantageous. Minimum 8 years of relevant experience in a related field, including data management and analysis. Experience in career services or learning and development within the education sector is a bonus. Proficiency with data visualisation tools (Tableau/Power BI/Qlik Sense); exposure to SQL and Python is a plus. Advanced Microsoft Excel skills (e.g. formulas, pivot tables, charts). Familiar with data warehousing, ETL processes, and data integration tools Strong ability to analyse and synthesise data from both quantitative and qualitative sources. Exposure to or knowledge of AI tools for data analytics is advantageous. A collaborative team player who is eager to learn, experiment, and contribute to the team-wide data and insight culture. Confident and comfortable in engaging with various business end users and stakeholders at all levels. Able to thrive in a fast-paced, dynamic environment to work independently and collaboratively as part of a team. Meticulous, proactive and a self-starter who can initiate new ideas through research to improve data analysis and support CAO's strategic plans. Strong critical thinking, problem-solving and verbal communication skills. Strong commitment to data accuracy, integrity, and process improvement.
