Job Description


What the role is:The Child Development Department in ECDA drives initiatives to support the development of young children, including those from low-income families and with developmental needs. The Data & Research Branch plays a cross-cutting role to develop and drive ECDA's research strategy. As a Manager / Senior Manager in the Data & Research Branch, you will work closely with MSF and ECDA Divisions, other government departments, relevant research agencies/institutes and preschools to inform and facilitate operations and policymaking. You will be involved in the development and implementation of the early childhood research agenda and new areas of research within the Early Childhood sector, as well as data management.What you will be working on:Your job scope includes (but not limited to) the following: Oversee and implement ECDA's research strategy, including the development of ECDA's research priorities and mid-term agenda, and strategic engagement with relevant stakeholders in the research ecosystem. Engage and work with stakeholders such as researchers, research agencies/institutes and other government departments to conceptualise and implement new areas of research within the Early Childhood sector, such as conducting research on impact of preschool, developing and implement longitudinal studies, reviewing of journal publications. Review and report research and evaluation findings as well as their implications on policymaking or to improve service delivery/operations. Establish data sharing agreements to obtain data from relevant MSF Divisions and/or other Government agencies to support the Division's work, and ensure the agreements are refreshed on a regular basis. Data management (such as maintaining database and merging of multiple datasets) and support any data requests. Provide secretariat support for inter-agency meetings relating to data and research. Undertake any other additional tasks and duties as assigned.What we are looking for:

  • A relevant tertiary qualification e.g., psychology, economics, sociology, business analytics, engineering, applied mathematics, statistics or related disciplines with strong quantitative skills. A good grasp of quantitative and qualitative research methods and/or data analysis techniques At least 1-2 years of prior experience in conducting research and/or evaluation of social programmes preferred. Ability to analyse, interpret, and package information for the purpose of reporting. Proficiency in Microsoft Office (PowerPoint, Excel, etc). Skillsets in data management and familiarity with statistical analysis software such as SPSS, R, STATA would be a plus. Good writing skills, stakeholder management and interpersonal skills. Ability to engage stakeholders at different levels. Ability to work as part of a team and autonomously as and when required. Ability to multi-task and work under pressure.
