About the Role

The HR Policy & Governance Manager will play a key role in shaping, reviewing, and implementing HR policies and frameworks to ensure consistency, compliance, and alignment with public sector best practices. The role requires strong policy writing and analytical skills, stakeholder engagement, and the ability to interpret complex HR regulations into clear, actionable guidelines for the university community.

Key Responsibilities

Develop, review, and update HR policies, frameworks, and procedures in alignment with university goals and government guidelines. Conduct policy benchmarking and ensure compliance with employment laws, public service directives, and institutional standards. Advise HR teams and management on policy interpretation, governance matters, and best practices. Lead or support HR-related audits, reviews, and compliance reporting. Draft policy papers, circulars, and communications with clarity and precision. Partner with internal stakeholders and external agencies to address policy queries and implement changes. Support HR projects that enhance governance, transparency, and operational efficiency.

Requirements

Bachelor's degree in Human Resource Management, Business Administration, or related field. 10 years of HR experience, with a strong focus on policy development, governance, or HR planning. Prior experience in government, statutory boards, or higher education institutions preferred. Excellent written communication skills and attention to detail. Strong interpersonal and stakeholder management skills; able to influence across diverse functions.

Pay: $7,000.00 - $9,000.00 per month
