Job Description

What the role is:
As a Manager/ Senior Manager, Procurement (IT Systems) in the Finance and Procurement Division, you will handle the operational management, data management and administration of key procurement-related systems (e.g. Government Electronic Business System (GeBIZ), in-house developed Online Tender Award Submission system (OLTS)) and work on the development of future procurement-related systems. You will work closely with the Ministry's IT team to ensure seamless system operations and compliance and provide user support.
What you will be working on:

• Manage and maintain the systems' business rules to ensure alignment with organisational policies, procurement regulations and compliance o Oversee data quality including data hygiene and structural consistency, manage user account access rights, conduct regular user access checks, and prepare reports on user activity and compliance status o Respond to users' queries, troubleshoot system issues and create user guides and documentation to maintain a knowledge base of common issues and solutions o Streamline and automate system-related and internal administrative workflows o Support the development of new procurement-related systems through requirement gathering, identifying data needs for analytics, managing system and data accessibility risk, facilitating integration with existing systems and overseeing data migration processes

What we are looking for:

• Some knowledge in IT systems (either government or equivalent) is required o A dynamic individual with strong analytic, problem-solving and leadership skill o Good communication skills and ability to engage different levels of organisation o Preferably at least 5 years of relevant experience in government procurement and hands-on experience in GeBIZ system As part of the processing of your application, you may be required to undergo a medical examination that will be fully paid by MOE.
