What the role is:Plans & Strategy\'s role is to prepare HTX for the future by ensuring that our strategic plans are informed by a comprehensive analysis of challenges, opportunities and priorities. The Resources Planning & Organisation oversees the allocation and management of resources in Budget and Manpower, to effect these strategic plans. The job-holder has to understand the Home Team\'s operating context, challenges, constraints and harmonise efforts across all Home Team Departments and agencies. The Home Team is undergoing a major transformation in terms of Science & Technology (S&T) development. The work environment is constantly evolving as we continue to restructure and build new processes. Therefore, the job holder must be adaptable, dynamic and have the tenacity to push through new changes. Senior Management of HTX works closely with Plans & Strategy and the allocation of resources is a key agent to steer the S&T transformation. On the macro-level, the job-holder will provide sound recommendations to HTX senior management to shape the Home Team Transformation while working on a limited pool of resources. The job-holder will have to conduct trade-off analysis, in order to develop S&T strategies and processes for HTX. This involves evaluating resource requests, developing fundamental working principles, establishing norms and developing an acumen for management assessment over time. This will involve arbitrating and/or leveraging resource requests amongst different parties with divergent interests. Specific to organisational structure planning, job grading and evaluation, the jobholder will assess manpower requests put up by the respective Divisions holistically and make suitable recommendations to Senior Management, ensuring that the projected needs are justified and balanced across the organisation. He/She will be responsible in maintaining an overview of all manpower establishment and organisational structure matters, and assist in the relevant governance processes. The job-holder will also be involved in job evaluation exercises to establish the job grades when new units/jobs are created or jobs are changed due to restructuring efforts. To carry out the above functions effectively, the job holder will have to closely with Dir/DD to engage and understand the diverse needs of stakeholders at various levels of seniority. To this end, the job holder needs to be able to pull people together and hold his/her own, when engaging stakeholders with diverging viewpoints. There is also a need to work closely with the HR team to establish and maintain the governance processes for HTX\'s organisation structure and staff appointment matters as well as propose suitable enhancements as the organisation evolves. The job holder also needs to be meticulous and pay close attention to detail while maintaining a broader strategic perspective and understanding the broader operating context.What we are looking for:-Familiarity with resource management/ governance and organisation structures will be beneficial. -Minimum 3 years of work experience. Prior experience in resource management and manpower planning is preferred. -Able to exercise sound judgement to evaluate manpower, establishment requests and have a good sense of perspective to understand and balance organisation needs vis-\xc3\xa0-vis requirements from HTX pillars. -Have the tenacity and rigor of mind to handle transformation work. -Be adaptable and dynamic as things evolve. -Be a pathfinder and build new structures/processes. -Be a dependable team player/leader who is accommodating and can work with others, because the work scope is fluid and evolves rapidly. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
