Job Description


What the role is:The Finance and Facilities Division (FFD) is responsible for the Ministry\'s financial matters, procurement management, grant and general administration. FFD promotes proper stewardship of the Ministry\'s resources by applying best practices across its various functions. The Grant Management Team (GAT) administers grants / funding for MSF-funded social services and programmes, and payments to social assistance clients.What you will be working on:We are looking for a proactive, client-centric and committed individual to be part of our team that works closely with Social Service Agencies (SSAs), service providers, partner agencies (e.g. National Council of Social Service, Vital.Org) and MSF Divisions to administer funding for social services and programmes and payments to social assistance clients. \xe2\x80\xa2 You will develop and manage payment system and processes. \xe2\x80\xa2 You will process social assistance payments to needy and vulnerable clients, e.g. ComCare, ComLink+, etc. \xe2\x80\xa2 You will compute and process fund disbursements to SSAs and service providers accurately and in a timely manner. \xe2\x80\xa2 You will ensure timely renewal and issuance of funding agreements. \xe2\x80\xa2 You will answer funding-related queries from SSAs and service providers. \xe2\x80\xa2 You will provide input and support to Divisions for funding reviews and implement changes after review. \xe2\x80\xa2 You will verify documents and raise payment requests for grant disbursements to SSAs and service providers in a timely manner. \xe2\x80\xa2 You will prepare for audits by Auditor-General\'s Office (AGO) and MSF Internal Audit Unit (IAU) and follow up on audit findings and recommendations. \xe2\x80\xa2 You will formulate and review internal processes and systems for efficient grant administration.What we are looking for:

  • Tertiary qualifications preferably in Accountancy, Business Administration or Finance with at least one year of relevant working experience. \xe2\x80\xa2 Meticulous, good analytical skills, good interpersonal and communication skills. \xe2\x80\xa2 Experience in grant administration will be an advantage.
