What the role is
The Municipal Services Office (MSO) was set up in Oct 2014 to improve the coordination, delivery and quality of municipal services by Government and Town Councils. These services include the upkeep and improvement of common areas in public and private housing estates, and the upgrading or provision of neighbourhood infrastructure. Having reaped these early, low-hanging fruit, MSO and our partner agencies are now embarking on a multi-year effort to more efficiently organise municipal operations. We aim to go beyond coordinating municipal service delivery, to more fundamentally integrate and optimise decision-making and ground operations across the sector. This will help the sector to continue meeting rising public expectations of municipal service delivery, even as resource constraints become more binding.
What you will be working on
You will be part of a 3-person Infra Team which ensures prompt and effective resolution of neighbourhood infrastructure-related feedback. At the upstream, the team aims to anticipate residents’ needs so as to minimise issues downstream. Beyond anticipating needs, the team develops and reviews measures to improve the efficiency in detecting and resolving issues when they arise. In addition, the team also handles complex cases, including administering a funding scheme to facilitate the provision of small-scale neighbourhood infrastructure and resolution of grey issues which do not fall neatly within agencies’ funding ambit. Your work will include: - Performing studies to find ways of improving the delivery of municipal services; - Formulating, reviewing and implementing solutions to address emerging concerns as well as ongoing persistent issues; and - Working with other government agencies as well as municipal stakeholders to resolve complex residents’ feedback on the ground.

What we are looking for
• Strong track record of peer leadership, project management and delivering results in Ops-Policy roles. • Keen to explore a service delivery focus for next posting. • Curious about what is happening in our neighbourhoods. Sensitive to public needs and able to think from lay person’s perspective. Adept at translating these needs into clear, concrete deliverables for team members and partner agencies. • Grit, and attention to detail. • Excellent written and verbal communication skills.
