Job Description

What the role is:
Oversee implementation and growth of social services and initiatives that meet the needs of service users effectively and efficiently.
What you will be working on:
Be part of a team that seeks to achieve better outcomes for persons who use social services so that service users are empowered to live with dignity. Key responsibilities are to lead work on funding, applications and the management of supported programmes under the President's Challenge (PC). Main duties include the following:
1. Manage operational policy for the PC.
a. Work with internal and external stakeholders to ensure that the strategy and implementation of the PC meets its mission and objectives. This includes engaging in reviews of the grant design, eligibility and assessment criteria, and funding and support provided.
2. Coordinate the regular application and assessment phases for the PC.
a. Support work to launch grant calls for applications, including conducting briefs and/or workshops for key partners and potential applicants.
b. Allocate applications received for the PC to internal and external stakeholders, work with assessors on evaluation, and conduct an overall review of all assessments. This includes evaluating programmes for the ability to uplift the aspirations, abilities and potential of those who start with greater odds, and for merit in programme design and community activation.
c. Engage applicants on the details of their proposals to ensure that applications are fairly and comprehensively assessed, as well as on application outcomes.
d. Collaborate with external sector administrators and other Government agencies to bring in different sectoral views.
e. Train and guide officers brought in seasonally to support work for the PC.
3. Oversee budget and funding matters and programme impact for the PC.
a. Manage the funding required for successful applications for the PC each year.
b. Manage regular disbursements and tracking of funds for programmes supported under the PC, including handling deviations and exceptional cases.
c. Ensure proper accounting and reporting for the use of PC funds.
d. Collate reports from supported programmes and produce additional reports for key stakeholders as required.
4. Leverage data and feedback to enhance policies and processes for the PC.
a. Develop and maintain standard operating protocols for the conduct of the PC.
b. Derive insights to improve and streamline processes, increasing robustness and reducing administrative work.
5. Support the Services Group and NCSS as and when required.
What we are looking for:
Experience:
Minimum 5 years of relevant experience with social services, and/or with grant management.
Knowledge of public service grant management and funding practices will be an added advantage.
