The role is intended to provide maritime assurance & operational support to Upstream production businesses and P&T Wells, principally for their contracted and operated Marine Assets, including Mobile Offshore Drilling Units (MODU) within the Asia Pacific Middle East (APME) region. It also includes other maritime assurance & operational support activities on behalf of Upstream APME, P&T Projects, P&T Geomatics/Geophysics, and other parts of the business as demand requires.
The position reports to the Marine Manager (APME) in Singapore, with functional reporting to the Principal Expert, Upstream Standards and Assurance in STASCO.
What\xe2\x80\x99s the role?
Principal Accountabilities:
Drive the delivery and management of the regional P&T Global Rig Start Up Team (GRST) and MODU maritime assurance plan including administration of required KPI scorecards and action trackers
Lead and conduct assurance activities for businesses, ports, vessels, and operators within the region
Develop and deploy Maritime Contractors HSE improvement initiatives in the APME region
Conduct incident investigations, and lead safety initiatives in the region.
Provide advice and support to business managers and HSSE professionals in relation to Upstream maritime operations and assurance
Provide specialist advice in the event of a maritime crisis and emergency including oil spill response as a member of the Global Spill Response Network
Provide ad-hoc support as Subject Matter Expert for Maritime Safety Shell OU\xe2\x80\x99s and projects within the region during periods of transition
Support development of Authorised Persons for Maritime Safety in the region through building and delivery of structured competency development plans
Using Continuous Improvement techniques, identify, drive and support areas for improvement and standardization in Upstream maritime operations
Work in partnership with the wider Shipping & Maritime and Manage Supply Chain community to deliver integrated solutions for the assets
Manage regional inspection contracts as Contract Holder
Establish and build effective relationships with Upstream and P&T Wells business stakeholders within the region.
What we need from you
Position Requirements:
Operational experience in Maritime HSSE assurance is essential (robust knowledge of Shell Group HSSE & SP Control Framework, Transport Manual Maritime Safety requirements, Maritime Process Model, Marine Management Guidelines and pertinent industry documentation)
Experience in maritime incident response, mitigation, investigation, and learning (Causal Methodology) is preferred
Applies a continuous improvement mindset that seeks improvement opportunities across teams to close our gap to potential
Demonstrates a learner mindset and creates an inclusive environment where it is safe for people to speak up
Good analytical, communication & presentational skills with proven ability to work as an individual, and lead or work as a team member are required
Self-Motivated. A mature professional, able to work independently and communicate effectively with those having only a limited knowledge in Maritime Assurance, MODU/vessel inspection, incident mitigation, investigation, and learning
Fluent in both written and spoken English, the ability to speak another language would be an added advantage
Competencies Required:
A maritime professional qualification at Class 1 (Deck or Engine), with seagoing experience in senior rank on board Upstream vessels (First Assistant Engineer, Chief Officer, or higher)
A minimum of 10 years experience in shipping/maritime or oil and gas industry
Experience with offshore assurance processes (OVID, OVMSA), accreditation as an OVID inspector is an advantage
Experience in Upstream Maritime Logistics is preferred, including operational experience of mobile offshore drilling units and offshore support vessels (including dynamic positioning) and rig moves
