Head Assurance, Operational & Te chnology Risk (UK & Singapore)
Conduct, Financial Crime & Compliance (CFCC)\'s vision is partnering to drive the right outcomes for clients and communities. The Second Line Assurance (2LA) function within CFCC provides independent, effective, insightful and risk-based assurance across non-financial risk-types. The Head Second Line Assurance (2LA) , Operational & Technology Risks (OR) supports the Global Head of Second Line Assurance and is responsible for providing assurance over Operational & Technology Risks as defined under the Enterprise Risk Management Framework. This role will provide functional strategy and thought leadership and advice for coverage and execution of Operational and Technology Risks across geographies, product lines and business segments.
Responsibilities
Strategy
\xc2\xb7 Provide risk-based independent assurance to help the Executive Management to protect the assets, reputation, and sustainability of the Group
\xc2\xb7 Identify and communicate related emerging trends and systematic issues through the analysis of assurance reviews
\xc2\xb7 Contribute to the development of the 2LA Assurance methodology and business practices/ processes to contribute to the improvement of the operation of the function.
Leadership
\xc2\xb7 Support and influence the overall 2LA agenda and leadership capability.
\xc2\xb7 Provide functional thought leadership and advise for all assurance activities conducted across the Group
\xc2\xb7 Support the Global Head of 2LA, as required acting as delegate at senior forum and committees
\xc2\xb7 Actively participate as a member of the 2LA leadership team to help drive the wider assurance agenda.
Business
\xc2\xb7 Ensure that key changes (to laws, rules, regulations) relevant to the execution of Assurance activities are communicated and cascaded to the Assurance team where necessary.
\xc2\xb7 Support the relevant stakeholders to make decisions based on outcomes from Assurance reviews practices and trends.
Processes
\xc2\xb7 Responsible for the end-to-end execution of the 2LA programme across all Operational and Technology risk types globally, including execution of reviews, sign off of TOR\'s and Reports as required by the 2LA methodology
\xc2\xb7 Co-ordinate requests for additions, deferrals, cancellation of reports and extension of target dates and ensure delivery of the programme to the plan within the required governance.
\xc2\xb7 Ensure that tracking and remediation of significant issues arising for metrics, Assurance activities Audit reviews and regulatory inspections providing validation of issue closure, including sustainability where necessary.
\xc2\xb7 Working closely with the Resource & Operations manager, prepare a co-ordinated annual risk-based assurance plan for your team
\xc2\xb7 Co-ordinate with the first line and third line of defence to provide a comprehensive risk-based 2LA plan.
\xc2\xb7 Promote co-operation and partnership in respect of Assurance with Auditors, regulators, peers and industry.
\xc2\xb7 In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure senior management are informed and that actions are taken quickly to remediate and. Or activities are ceased.
\xc2\xb7 Prepare and cascade insights papers, lessons learned from Audit findings, assurance activities and specific investigations.

\xc2\xb7 Identify, lead, manage and develop a high performing team of suitably qualified specialists
\xc2\xb7 Provide leadership, management and coaching to direct reports to ensure they are highly engaged and performing to their potential.

\xc2\xb7 Stimulate and environment where forward planning prioritisation, deadline management and streamline workflows and collaborative, inclusive effective work practices are the norm.
\xc2\xb7 Support the development of a robust and evolving training curriculum across the team and ensure team are undertaking required developmental learning
\xc2\xb7 Ensure the team meet local compliance requirements where applicable
\xc2\xb7 Regularly and on a continuous basis appraise performance aligned to the P3 process.
\xc2\xb7 Promote the culture and practice of compliance with compliance standards (including conducting business within regulatory requirements, and to high ethical standards) within the Bank.
Risk Management
\xc2\xb7 Developing capability to provide assurance over Non-Financial Risks: Conduct, Financial Crime, and Compliance ("CFCC") and Operational & Technology Risk ("O&T"), as defined in Enterprise Risk Management Framework and the respective Risk Type Frameworks ("RTFs")
\xc2\xb7 Make recommendations (and/or implement) to the relevant stakeholders on possible risk management responses to identified risks and / or findings of concerns from assurance reviews
\xc2\xb7 Adhere to the required standards of risk management to manage all the assurance processes.
Governance
\xc2\xb7 Ensure tracking and remediation of significant issues arising from metrics, Assurance activities, Audit reviews and regulatory inspections, providing validation of issue closure where necessary.
\xc2\xb7 In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure senior management are informed and that actions are taken quickly to remediate and/or activities are ceased.
\xc2\xb7 Identify and share insight papers drawing on audit and assurance findings and other relevant intelligence.
\xc2\xb7 Coordinate with first line of defence (e.g. business) and third line of defence (e.g. Audit) to provide comprehensive risk-based Assurance coverage across the Group.
\xc2\xb7 Identify and escalate potential risks and issues to senior management through appropriate governance channels and the 2LA framework.
\xc2\xb7 Co-ordinate/support the management of audits/exams.
Regulatory & Business Conduct
\xc2\xb7 Display exemplary conduct and live by the Group\'s Values and Code of Conduct .
\xc2\xb7 Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
\xc2\xb7 Lead the Second Line Assurance (2LA), Operational and Technology Risks team to achieve the outcomes set out in the Bank\'s Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.
\xc2\xb7 Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Our Ideal Candidate
\xc2\xb7 Substantial experience in Internal Audit or 2LOD Assurance in the areas of Operational and Technology Risks in a financial services environment with 10+ years\' financial services experience at a senior level
\xc2\xb7 Experience of leading teams generally, or audit and/or assurance teams for high risk types and operating as part of wider review team
\xc2\xb7 Knowledge of Operational & Technology Risks, Compliance and/or FCC and local laws and regulations relating to Compliance and/or FCC, and an understanding of best practice risk management techniques and frameworks relevant to the banking industry.
\xc2\xb7 Extensive experience of reviews or assurance in an international environment preferred.
\xc2\xb7 Relevant Audit certification or equivalent experience (preferred)
Optional:
\xc2\xb7 Certified Anti Money Laundering Specialist ("CAMS") or International Compliance Association Diploma (ICA Dip AML) Certification
\xc2\xb7 Certified Financial Crime Specialist ("CFCS") Certification.
