The Clinical Governance Officer (CGO) is responsible for ensuring the clinical services provided by the healthcare institution adhere to the highest standards of quality, safety, and compliance. The CGO plays a pivotal role in implementing and monitoring clinical governance frameworks, policies, and procedures as per the Ministry of Health (MOH) guidelines and the Healthcare Services Act 2020 in Singapore.Key Responsibilities:Healthcare Services Act 2020 - General Regulations 2021, Regulation 15(1)(a).1. Clinical Governance and Oversight:
o Provide clinical governance and technical oversight over the licensable healthcare service or specified service.
o Assist the licensee in the day-to-day management of the clinical and technical aspects of the licensable healthcare service or specified service.2. Policy Implementation and Review:
o Ensure the implementation and regular review of policies and systems for clinical governance, clinical risk management, effective quality management systems, and any other clinical and technical related matters.
o Identify and remedy any weaknesses or inadequacies related to clinical or technical aspects, informing the licensee and proposing preventive measures.3. Compliance and Standards:
o Ensure that personnel involved in clinical or technical aspects comply with appropriate policies and processes concerning clinical and technical standards.
o Maintain close supervision, adequate training, and regular competency assessments of personnel to enable them to perform their work effectively and safely.4. Risk Management:
o Detect and address in a timely manner any risks affecting patient safety, welfare, or continuity of care.
o Immediately notify the licensee of any matter that may affect compliance with any license condition.5. Availability and Accessibility:
o Be available to handle matters requiring the CGO's attention or appoint suitably qualified personnel if unavailable.Qualifications
