Job Description


The Mortgage Credit Portfolio Manager – Vice President is a senior management-level position in the Singapore Global Consumer Bank (GCB) Risk organization (In-Business Credit Risk) who will lead a team of people and primarily responsible for managing the Portfolio Risk, Credit Policy and Collateral Review, Transaction Review, Credit / Regulatory reporting and Stress Tests for Mortgage product. The role reports to the Singapore GCB Mortgage Risk Manager and interacts with key business partners in GCB including Business and Product Managers, Sales/ Relationship Manager, Financial Control, Credit Operations, Operations and Technology and Independent Risk Management teams. Responsibilities:

  • Lead a team in managing the GCB Mortgage Loan portfolio, maintaining strong portfolio credit quality.
  • Establish strong partnership across the bank including Business, Credit Operations, Finance, Compliance, Legal, Operations and Technology and Independent Risk Management.
  • Establish and revise Credit Policies in line with Global Standards, Business Strategy and Risk Appetite Framework and manage risk and rewards of the Mortgage Loan portfolio.
  • Evaluate market conditions, competitive environment and regulatory landscape to identify gaps in the credit policies and propose new policies and timely changes to protect the Bank’s profitability whilst maintaining responsible growth and ensuring compliance.
  • Support the Singapore Franchise in their Key & Critical strategy of “Winning in Wealth” strategy and coordinating with Private bank to expand across the Wealth Spectrum.
  • Identify business opportunities, develop credit tests and risk strategies, balancing risk and return, and work with cross-functional teams to ensure flawless execution of policy tests and strategies
  • Working closely with Business and Product Managers to monitor portfolio benchmarks and through-the-door quality of loans.
  • Monitor portfolio performance and proactively manage emerging risks arising from the environment and portfolio.
  • Responsible for Stress Tests (Comprehensive Capital Analysis and Review, MAS Industry-Wide Stress Test and Internal Capital Adequacy Assessment Process), liaise and work with Model Risk Manager and Basel Project Manager, Management Reporting and MIS, including related requirements.
  • Review and recommend decisioning of mortgage loan applications that require Risk Management exception approval.
  • Liaise with Technology team on Mortgage Loan system related matters.
  • Ensure compliance to all policies, standards and regulatory guidelines, ensuring full audit readiness at all times.
  • Conduct managerial responsibilities (including supervising, coaching and motivating), performance management and evaluation (including managing the Review the Reviewer process), work assignment, resource and capacity management.
  • Continuously identify process improvements and efficiencies to support business unit goals through dissecting issues and making recommendations.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
  • 6-10 years of experience with analytical or data manipulation tools (e.g. SAS, SQL, R, SPSS)
  • Experience with econometric and statistical modeling or application risk scoring
  • Experience in big data with knowledge of probabilities/distributions, building decision trees and regression models
  • Proficiency in MS Office
  • Proven ability to derive patterns, trends and insights, perform risk/reward trade-off analyses and connect these analytics to business impacts
  • Demonstrated quantitative, presentation and analytic skills
  • Consistently demonstrate clear and concise written and verbal communication
  • Possesses in-depth knowledge of the Singapore Mortgage loan market, industry, legal and regulatory landscape, credit cycle processes, policies and standards and credit-related systems.
Education:
  • Bachelor's degree/University degree or equivalent experience
  • Master's degree preferred
