We are now seeking a

Network

Technical Programme Manager

to strengthen our Singapore team's Network planning, operations and lead multidisciplinary projects from concept to completion.

About the Role

The Network Technical Program Manager will play a key role in planning, executing, and managing submarine and terrestrial Super Sistem fiber infrastructure projects across Singapore and Indonesia through Subsea Cable construction & terrestrial Fiber Pairs procurement.


This position emphasizes strong project management and stakeholder(s) coordination skills. While experience in telecommunications or subsea cables is advantageous, we welcome candidates from diverse engineering, infrastructure, or large-scale Infrastructure project management backgrounds (e.g., civil, energy, utilities, data centers, or construction) who are eager to transition into the digital infrastructure sector.


You will have the autonomy to lead complex, cross-functional initiatives while collaborating with Consultant(s), Regional teams, Singapore government agencies, and vendor(s).

Key Responsibilities

Project & Program Management

Lead end-to-end project execution, from conceptual design and permitting to deployment and Ready-For-Service (RFS) of Subsea Optical Cable & Datacentre Interconnect Infrastructure. Develop detailed project schedules, budgets, and progress reporting frameworks to ensure accountability and timely delivery. Coordinate with multiple stakeholders including vendors, contractors, consultants, and regulatory authorities (IMDA, URA, MPA). Apply structured project management methodologies to balance scope, time, cost, and risk. Track performance metrics and proactively resolve project roadblocks.

Vendor & Stakeholder Coordination

Work together with procurement team on RFPs, tender evaluations, and vendor negotiations to achieve technical and commercial excellence. Serve as a liaison between Singapore and Indonesia teams to ensure cross-border operational alignment. Build relationships with government bodies and key partners to support project permits and network expansion.

Technical & Operational Oversight

Oversee fiber routing, Marine and Outside Plant (OSP) design reviews, and infrastructure feasibility studies. Evaluate engineering proposals, manage risk assessments, and ensure compliance with safety and environmental standards. Maintain accurate documentation for asset tracking, performance audits, and regulatory submissions.

Strategic & Organizational Development

Establish internal project management processes and knowledge-sharing frameworks for future scaling. Support leadership in aligning operational progress with corporate and investment strategies.

Qualifications & Experience

Diploma or Bachelor's Degree in

Engineering, Project Management, or related field

. Minimum

3-5 years of proven experience

in

managing complex technical or infrastructure projects

(telecom, construction, utilities, marine, or related industries). Strong skills in

project planning, stakeholder management, and vendor coordination

. Demonstrated ability to

balance multiple concurrent projects

under tight timelines. Excellent communication and analytical skills, with a

data-driven approach to problem solving

. Willingness to travel within Singapore and occasionally to Indonesia (less than 20%).
