Job Description


What the role is:

The candidate will be part of Republic Polytechnic\'s Estates, which is a dynamic team that constantly upkeep the workplace safety and fire safety management of the campus for the well-being of our students, staff and other stakeholders.

What you will be working on:

  • Being the RP\'s designated WSHO and Senior FSM, RP will be registered under his/her name as mandated under Ministry of Manpower (MOM) WSH Act and Singapore Civil and Defence Force (SCDF) Fire Code.
  • Based on the nature of works as WSHO and Senior FSM in RP campus, he/she shall be in campus physically daily during normal working hours for walkthrough and inspections to ensure safe work procedures are adhered to.
  • Secretariat for WSH Committee and Fire Safety Committee and be responsible for organizing and recording notes for all the WSH and Fire Safety related meetings.
  • Conduct and drive WSH and Fire Safety programme initiatives including regular briefing and awareness programme initiatives to promote the safe conduct of work in the workplace.
  • Conduct emergency evacuation drills and Table-Top Exercises (TTX) to evaluate, together with the Fire Safety Committee, the effectiveness of the Arson Prevention Plan and the Emergency Response Plan.
  • Coordinate the WSH and Fire Safety routine meetings in compliance to RP and statutory requirements including formalizing the action plans. Maintain proper documentation.
  • Coordinate the routine QEHS, internal and external audits including rectification works required to close any audit findings.
  • Coordinate and supervise the Company Emergency Response Team (CERT) in first-aid, fire-fighting and evacuation in the event of fire or other related emergencies.
  • Coordinate the timely submission of WSH and Fire Safety incidents and accidents using Microsoft Power Automate, Power BI and Power Apps platforms for all MOM and SCDF reportable and non-reportable cases (within RP and off-campus in Singapore). Maintain all the incident records and to provide periodic analytical insights to the incidents and accidents including mitigating measures to reduce the occurrence of incidents and accidents.
  • Establish processes for regular WSH and Fire Safety information (eg. WSH and Fire Safety incidents & hazards, new WSH and Fire Safety regulatory requirements) sharing to stakeholders
  • Review WSH and Fire Safety submission reports to the statutory regulators and coordinate the mandatory routine tests in compliance to statutory requirements e.g. annual fire certificate renewal.
  • Review investigation findings to identify causes of incidents and accidents. Propose corrective and preventive measures including workable solutions to address root cause of incidents and accidents. Identify areas for continual improvement.
  • Review non-compliances, unsafe work conditions and practices to identify WSH and Fire Safety performance gaps.
  • Review and ensure the risk assessments are conducted timely, control measures are effective and risks are updated.
  • Prepare, coordinate and execute Emergency Response Plan (ERP) documentation, drills and oversee the maintenance of emergency response equipment to ensure compliance to ERP. Oversee the maintenance of fire safety works.
  • Upkeep the WSH and Fire Safety portal and ensure the contents are regularly updated.
  • Lead and set a good role example towards safe work culture.
What we are looking for:
  • Must have both WSH Officer certificate and Senior Fire Safety Manager certificate registered with Singapore Ministry of Manpower (MOM) and Singapore Civil and Defence Force (SCDF) with at least 5 years of relevant experience as WSHO and Senior FSM.
  • Physically fit and self-driven.
  • Sound planning and organizing skills, with a strong sense of responsibility for completing assigned duties on time.
  • A good team player with good communication and interpersonal and collaboration skills to engage stakeholders across all levels and able to work independently at the same time.
  • IT savvy with digitalization skills.
