The Package Specialist reports to Topsides Delivery Manager on day to day business and functionally reports to the Head of Package Managers; Package Specialist may require to report to Project Manager directly subject to the project specific organization chart. This role requires good organizational and coordination skills to manage the topsides EPC (modules) and equipment supply packages. Direct contact with the Client, EPC Contractors, Equipment Vendors will be necessary. The Package Specialist shall manage multiple packages within a project or across projects as when Company executes projects concurrently. The principal role of the Package Specialist is to: The appointed person for the management of assigned packages. Be the focal point of the assigned packages, lead the team members who are assigned to the package from other Company functional teams to tackle the day-to-day business issues. Engagement with various Company interdependent functional teams will be necessary for on-time, on-quality and on-budget package delivery. Initiate, Plan, Execute, Monitoring & Control and Closure of assigned packages. Management of Contract, Schedule, Scope, Cost, Quality, Communication, Interface, Risks and Stakeholders. Ensure proper follow through on packages from pre-award phase all the way to system start up as per contractual and project requirements. Ensure the execution of the assigned packages is in accordance with and consistent with Company\xe2\x80\x99s HSE standards, Quality standards, YMS as well as project and Corporate \xe2\x80\x9c0000\xe2\x80\x9d specifications. Effective communication with counterparts and all internal and external stakeholders to achieve optimum results. Establish team-work priorities and work with peers and others as necessary when conflicting priorities are identified. Delegating work according to Company or project priorities and challenges. Provide contractual and administrative support to Project Manager, Topsides Delivery Manager and other managers in the Project Management Team (PMT). Responsible to resolve any Contractors/Vendors performance issues. Variation orders management. Provide management support for Company site teams. Ensure integration of Company free-issued equipment into the topsides modules by Contractors/Vendors. Ensure contract close out in complete manner. Problem solving and troubleshooting, even when not directly in own area (taking a holistic approach to the project). Travel as required to equipment factories, module yards & shipyards in various countries, other Offices (Oslo, Malaysia, Brazil, Netherlands and other operating offices) and operational production units (offshore). Be involved in corporate activities or assignments as requested by Head of Package Managers Key Duties and Responsibilities:
  • Involve in the finalization of package scope of works and track changes during works execution
  • Monitor the development of Technical Bid Clarifications (TBC), Deviation List, Technical Bid Evaluation (TBE), Commercial Bid Evaluation (CBE) up to the final copy for contract award.
  • Participate in Package Contract T&C negotiations.
  • Check the completeness of Contract and its exhibits. (supported by Contract& Commercial or Procurement teams).
  • Ensure that costs to Company are minimised and that project schedule and quality are maintained.
  • Manage the Contractors/Vendors (EPC and Equipment) and be the Company focal point of the assigned packages. Follow-up and monitor Contractors/Vendors schedule and progress and ensure any deviation is mitigated by corrective action coordinated with Company functional teams.
  • Ensure Contractors/Vendors submit documents as per Supplier Master Document Register (SMDR).
  • Ensure engineering deliverables from Contractors/Vendors are available on timely manner to meet construction or integration schedule and project priorities
  • Conduct and take minutes of weekly progress meeting with Contractors/Vendors.
  • Progress monitoring and expedite Contractors/Vendors to issue package deliverables on time to facilitate other activities such as various engineering review, procurement, construction preparation and data plotting.
  • Provide input to weekly/monthly progress reporting and other relevant status information as needed.
  • Assist to input latest progress to project Power-BI database.
  • Expedite materials to site prior to or when the construction work front opens and ensure Contractors/Vendors top up the needed materials timely (if required).
  • Interact with Client and other external stakeholders as required.
  • Ensure timely delivery of the mechanically-complete packages in accordance with the legal obligations, contract terms, scope of work, technical & Quality requirements and company policy.
  • Achieving resolution of problems by coordinating with Project Management Team and all functional groups
  • Coordinate multi-disciplines issues with client, Contractors/Vendors and other relevant stakeholders.
  • Manage variation orders via close coordination with Contract & Commercial team, Procurement team, Cost Control team, Engineering team, Topsides Delivery Manager and Project Manager.
  • Attend internal progress meetings and organize subject matter meetings.
  • Attend Hazid, Hazop, 3D model reviews, constructability, SIL, safety reviews etc
  • Takes part in project risk management reviews.
  • Takes part in project lesson learned reviews at each gate.
  • Plan, define and manage package delivery (mechanically complete), as well as timely delivery of package to support integration activities.
  • Plan and oversee ITP activities at fabrication or manufacturing sites including FAT attendance.
  • Interface with Client and Contractors/Vendors and maintain a deviation request list or technical queries (TQ) against all Client and Company specifications
  • Monitor spare parts purchase (supported by Commissioning and Operation team).
  • To follow up and manage contracting and procurement activities such as purchase, perform goods receiving in company system and provide support to close out commercial matters.
  • Oversee package logistics and transportation operation.
  • Oversee the package inventory management, warehousing and preservation needs.
  • Work closely with quality and site teams to ensure close out of carry over works and punch items with Company\xe2\x80\x99s MC system.
  • Initiate back charge (negative variations) to Contractors/Vendors (if any) and maintain relevant documentation to support the claims.
  • Monitor that all Contractors/Vendors to meet the contractual flag and regulatory compliance, classification society and technical requirements. (supported by Regulatory Compliance and Engineering teams)
  • Prior to package delivery, facilitate package information transfer meeting for the site team and commissioning team to understand and be prepared for the work fronts.
  • Provide management to Company site teams and vendor field service representatives during construction, mechanical completion, pre-commissioning and commissioning, through to start-up, and including during operating phase
  • Travel to Contractors/Vendors engineering office or job site for supervision, expedite progress, expectation alignment and coordinate works as and when is required.
  • Establish communication matrix for company site team and Contractors/Vendors site representative.
  • E-filing of package data into project SharePoint (eg. MOM, supporting documents as per Package Delivery Checklist form, bid proposals, procedures, TBC, Deviation List, package technical data, VO list etc)
  • Perform the applicable duties and responsibilities as stated in the Package Management Handbook.
Requirements:
  • Bachelor degree is preferred.
  • Good use of Word, Excel & power-point
  • Able to write contractual and technical reports. Good technical and commercial knowledge
  • Experience of FPSO projects
  • Experienced in delivery of FPSO Packages (+5 years)
  • Knowledge of project tools and software.
  • Proven experience of project management
  • Topsides Equipment Package: Gas Turbine Generator, Steam Turbine Generator, Gas Turbine or Electrical Motor driven Compressors, Water Injection Pumps, Combined Cycle equipment, steam turbine generator, WHRU, Vapour Recovery Compressor, Metering, EICT, engineered items and etc.
  • Topsides EPC modules: Process, Utilities, Power Generation, Turret, Gas Compression, Manifolds, Pipe Racks, E-House c/w ICSS & EICT and etc.
