Regional Payroll Operations Manager, APAC and Greater China

Location: Anywhere in APAC

Within the dynamic and integrated People Operations Function, this role will lead the APAC payroll teams to build scalable processes and ensure compliance.

As part of the globally operating model, this role collaborates with HR Service Delivery, COEs and improvement specialists across the global markets to enhance customer experience, simplify service and drive efficiency.

This role owns end-to-end, payroll delivery across the region, using data to lead and maintain service levels, standards and customer outcomes and ensure timely controls and interventions are in place where needed. It also ensures accuracy, efficiency, and compliance at local, regional, and global levels.

Then Regional Operations Payroll Manager will also look into improving both regional and global functions through collaborating with colleagues and COE to drive future opportunities aligned to the global operating model and technology roadmap.

Responsibilities:

To ensure optimal service is delivered through applying appropriate processes, resources and professional

expertise:

Planning:

  • As the Operational lead for the area, this role will own the formulation & delivery of operational plans (demand, capacity, and capability plans)
  • Support the team\'s resource management while working within agreed budgets and headcount plans
Delivery:
  • Responsible for running the APAC region\'s payrolls effectively
  • Ensure a high degree of regulatory compliance while continually supervising and analysing the constantly evolving regional regulatory landscape.
  • Ensure governance and audit compliance, identifying risks, ensuring appropriate and relevant controls are in place and attesting to these, each month
  • Own and drive the implementation of projects and change affecting the payroll team, processes, and systems, ensuring a minimal disruption to service
  • Work in partnership with all third-party providers, in providing optimal operational and service level expectations. Nurture a relationship of collaboration and partnerships
  • Ensure that all policies and procedures are always adhered to and all operational standards are met.
Critical issue:
  • Act as first escalation point for day-to-day services within the region / area of responsibility and generate corrective actions to resolve and prevent future occurrences.
  • Ensure any critical failure are called out and potential control interventions identified
Reporting:
  • Generate operational report, highlight performance, trends and any key service risk and issues
  • Use the service systems (service now) to measure and evaluate Key Performance Indicators to ensure performance is in line with agreed service standards, and use lead indicators to advise service intervention as needed before issues arise
Improve the performance of the team by encouraging effective ways of working and high service delivery standards
  • Support the Direct of People operations Delivery, for the region in identifying and improving service outcomes whilst keeping aligned to a global standard operating system
  • Actively promoting process and technical improvements that support the global HR operating strategy
  • Effective management and implementation of new projects and processes, that support the continual improvement of services
  • Build a continuous improvement (CI) work environment by promoting CI methodologies in the team
  • Audit performance and quality against targets and takes ownership to implement appropriate corrective action when required
  • Proactively collecting knowledge of best practices and new initiatives watching the external market and proposes and delivers new and improved solutions
  • Work with procurement in developing contracts and frameworks with 3rd parties including being responsible for performance against agreed contract SLAs
  • Have an awareness of actions, policies, and legislation (current and proposed that can impact current processes and services
To Support the development of staff and managers to meet future and current Business needs including own professional development by:
  • Act as a delegate for other Senior Managers when required (holiday absences etc.).
  • Developing own professional skills through CPD and proactively gaining knowledge and best practices through practical experience and related project work
  • Demonstrates strong leadership through attracting, recruiting and developing the best people for the team
  • Support managers and HRBPs in the effective application of HR process and policy
Key Capabilities:

Knowledge and Experience
  • Payroll practitioner with experience in international payroll
  • Strong systems and data maintenance knowledge
  • Leadership in remotely leading a diverse team across various geographies
  • Expert in Project Management
Specific Skills
  • Proficient Microsoft Office IT skills
  • Strong service ethos and skills supported by hands on customer service delivery experience in an office environment
  • Excellent numerical calculation skills
  • Meticulous and accurate with excellent attention to detail
  • Strong and thoughtful interpersonal skills
  • Experience of team management and performance development
  • Well organised, and can deliver within short turnarounds
  • A good team worker with the ability to work efficiently with staff at different levels of an organisation.
  • Ability to integrate with and function effectively as part of a dynamic, diverse and established team.
  • Strong understanding and respect for confidentiality
Desirable capabilities
  • Experience in a Shared Service HR Department will be advantageous.
  • Experience of Workday and service now will be highly preferred.
  • Experience in payroll transformation projects and implementation.
