Job Purpose

The role holder is responsible for Payroll operations of the Singapore ie. timely and accurate disbursal of payroll for employees in the region. He/she is also responsible for the timely deduction and remittance of taxes and other regulatory deductions, on behalf of the above mentioned employees to the statutory authorities. He/she is required to also:

  • Support the management of payroll vendor to deliver the complex and high volume of Domestic and Expat Payroll
  • Administer payoll including payroll processing and other payroll relevant activities such as tax, regulatory lodgement, etc.
  • Manages employee queries and cases, finance and audit supporting matters relevant to payroll and benefits by working closely with the business support teams.
  • Support the execution of global strategy and governance and control framework within their remit (Regional/Country/Business).
  • Assist in the continuous improvement of all Payroll processes, identifying areas requiring improvement and procedures
  • Ensure local adherence to the HSBC Global Payroll Standards, Payroll Risk and Control Library and Payroll Governance framework
  • Ensure the Payroll department meets all their local country legislative responsibilities

  • Is responsible for administering the overall operation of the payroll process.
  • Implement meticulous checks and controls in the team.
  • Continuously look for ways to improve the process efficiency
  • Is responsible for updating the knowledge on policies and legislation changes with the team to ensure accuracy in payments and full compliance with legislative requirements
  • Is responsible for building development plan for the team and regularly arrange discussion with the team for further development.
  • Is responsible for making further improvements on controls to reduce the operation cost and relax the burden to the team members
  • Is responsible for ensuring the Business Contingency plan is well planned and tested.
  • Is responsible for ensuring all service related documents are reviewed and signed with stakeholders regularly.
  • To support the various changes happening in onshore entities, payroll team is not only required to provide payroll service but also required to recommend payroll solutions.
  • Payroll team needs to enhance the payroll risk control and meet the payroll regulatory requirement during the payroll transformation
Customers / Stakeholders
  • Ensure monthly accurate pay results and excellent payroll service for the responsible entities
  • Answer employees\xe2\x80\x99 enquiries in polite, efficient and professional manner
  • Driving Quality initiatives for improved customer satisfaction
  • Monitor \xe2\x80\x98Service Quality\xe2\x80\x99 of the team to ensure high Customer Service Standards
  • Problem situations are proactively identified, resolved and escalated to give maximum customer satisfaction. Appropriate measures are taken to improve quality and prevent recurrence
  • Maintain good working relationship with HRIT and HR professionals in all entities, and addressing to their needs and enquiries professionally
  • The role needs to interact with various stakeholders including:
  • HSBC internal: Onshore payroll team, ER team, ES (\xe2\x80\x9cexecutive service\xe2\x80\x9d) team, GM team, P&R team, benefits team, DS team, HRDirect team, HRIT team, Global payroll team, etc
  • HSBC external: Accenture consultant, Deloitte auditor, etc
Teamwork
  • Create robust team environment where skills and knowledge is shared to achieve team and business goals
  • Brief team members regularly and ensure that they are made aware of individual/department performance targets and achievements
  • Knowledge and experience is shared with team members, providing assistance on referred/technical issues
  • Progress reviews on performance are undertaken within agreed timescales. Advice and guidance is given in a constructive manner
Operational Effectiveness & Control:
  • Continually reassess the operational risks inherent in the business taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
  • Implement Group Compliance Policy by containing compliance risk in conjunction with the relevant compliance department. The term \xe2\x80\x98compliance\xe2\x80\x99 embraces all relevant laws, rules and codes with which the business has to comply.
  • Make further improvements on controls to reduce the operation cost and relax the burden to the team members
  • Identify streamlining opportunities to eliminate manual efforts and improve the workflow
Management of Risk
  • Maintain HSBC internal control standards, including timely implementation of internal and external audit points in additions to any issues raised by external regulators.
  • The jobholder will also continually reassess the operational risks associated with the job and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
  • This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring. Also by addressing any areas of concern in conjunction with line management and/or the appropriate department.
  • Cognizant of Compliance and FIM
Observation of Internal Controls
  • The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
  • The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term \xe2\x80\x98compliance\xe2\x80\x99 embraces all relevant financial services laws, rules and codes with which the business has to comply.
  • This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulator
Local Job Requirements
  • To ensure that the pay results calculated by the Payroll system are accurate and the system is used to its maximum efficiency in meeting payroll requirement and deadlines;
  • To ensure all payments are accurate, timely and complied with different types of Bank\xe2\x80\x99s policies and Government ordinances;
  • To keep updating the knowledge on policy and ordinance changes to ensure accuracy in payments and full compliance with the legislative requirements;
  • To identify streamlining opportunities to eliminate manual efforts and improve the workflow; and
  • To assist in enriching all team members\xe2\x80\x99 job knowledge and skills by providing on-job and course training.
  • To lead the change in the transformation journey
  • To be very knowledgeable in payroll area to provide solutions
  • To drive more process streamlining improvement initiatives to make the process simpler, better and faster
  • To have effective resources planning to meet the resources requirement from both BAU and projects
  • To maintain the payroll service level for BAU operations and planned/ad-hoc projects in the payroll transformation

Knowledge

University degree

Experience and skills
  • Detailed knowledge of payroll administration is essential. Good knowledge in Singapore regulations and legislations is preferred.
  • Minimum 5 years\xe2\x80\x99 in a Payroll related role.
  • Good communication skills in spoken and written English
  • Good time management skill
  • Finance experience with specific focus on managing Human Resources finances will be an added advantage
  • Very good aptitude in detailed administrative work
  • Able to work under pressure within demanding and competing timescales
  • Possess an aptitude in process management and improvement
  • Experience of working with vendors will be an added advantage
  • Excellent analytical reasoning skills and strong attention to details
  • Ability to work both independently and within a team-oriented environment
