Job Description


Duties

Public Health AmeriCorps will include a 400 million dollar investment, over five years, from the American Rescue Plan Act workforce funding that will enable the recruitment, training, and development of a new generation of public health leaders who are ready to respond to the public health needs of the nation by providing public health service in communities. AmeriCorps members will serve primarily in state, local, Tribal, and territorial public health departments or in service to public health departments. Public Health AmeriCorps goals include:
  • Help meet public health needs of local communities by providing needed capacity and support in state and local public health settings and advancing more equitable health outcomes for communities who are currently or historically underserved.
  • Provide pathways to good quality public health-related careers by providing exposure through onsite experience, training, and more, with a focus on recruiting AmeriCorps members who reflect the communities in which they will serve.
The incumbent will:
  • Develops and implements a strategic vision for training and technical assistance for Public Health AmeriCorps members and grantees as well as for AmeriCorps staff related to the Public Health AmeriCorps program.
  • Manages a rigorous training program that requires developing, designing, and writing self-paced learning modules and other instructional methodologies designed to educate PHA members; directs procurement efforts for educational resources and supervises contract personnel supporting training development.
  • Manages Public Health AmeriCorps Communities of Practice, including developing a strategy for implementation, coordinating with training contractor on implementation, and evaluating successes and challenges for both grantees and members.
  • Oversees the design, development, and acquisition of training materials to enhance member training and development. Leads communications and activities for Public Health AmeriCorps members regarding availability and requirements of training programs.
  • Conducts analyses of Public Health AmeriCorps training activities. Assesses the quality and usefulness of current training activities, materials, and oversees any revisions, modification, or enhancements to training resources.
  • Partners with the CDC and designated entities on joint studies or projects that support PHA implementation and management; articulates grantee training requirements; ensures access to training resources; and collaborates to resolve issues mitigating the effectiveness of training delivery.
  • Facilitates the development and execution of training for AmeriCorps staff to conduct outreach efforts, including live presentations to staff, managing content on AmeriCorps websites and drafting of FAQs for AmeriCorps staff.
  • Establishes effective, ongoing working relationships with key training individuals in each of AmeriCorps' programs regarding training for Public Health AmeriCorps and works with AmeriCorps colleagues on evaluation of Public Health AmeriCorps, including its training program.
  • Works in close partnership with the Public Health AmeriCorps Workforce Development specialist to develop and implement a Mentorship Program and alumni engagement efforts.
  • Facilitates training for external grant reviewers to ensure alignment with program goals and activities.
  • May supervise additional training staff.
  • Performs other duties as assigned.

Qualifications


Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-03 pay band, which would be at or equivalent to, the GS-12/13 level in the Federal Service. My experience includes all of the following: 1) managing and coordinating training and technical assistance programs; 2) supporting the programmatic development of training programs; and/or 3) experience providing support in state and local public health settings. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

This Public Health AmeriCorps (PHA) term appointment will not exceed three years

Remote Status: This position is eligible for full-time remote work based on the duties of the position. If selected, employees must sign a remote work agreement prior to onboarding that details remote working conditions and expectations for the position. As agency remote work policies are finalized and/or evolve, there may be additional guidance and requirements for the position. After hire, employees must follow the requirements in the agency's change of duty station policy when changing duty stations. Some remote positions may require the employee's worksite to be within a specified geographic area to fulfill positions needs.

Term Employment: As a Term employee, you will not be covered be the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from AmeriCorps to other agencies in the competitive service of the federal government.
