Objectives

  • Maintain production facilities and utilities, unplanned losses, and scheduled losses as per site targets and ensure desired plant availability at optimized maintenance cost.
  • Develop daily production maintenance planning, corrective repairs, and condition monitoring programs for rotating and static equipment.
  • Execute Small CAPEX, Management of Change (MOC) and improvement projects.
  • Execute Bad Actor Management Program and perform reliability analysis and root cause analysis.
  • Act as the technical expert for mechanical discipline.
  • Implement 5S and idea management initiatives at site.
Main Tasks
  • Knowledge in preventative maintenance, corrective repairs, and condition monitoring programs for rotating and static equipment in SAP.
  • Implement planning, scheduling and execution activities of annual turnarounds and statutory inspections
  • Analyse and de-bottlenecks processes within the process plant and tank-farm to increase capacity where needed.
  • Develop and implement a RBM (Risk Based Maintenance) system for the plant
  • Execute spare part analysis and manage availability of spares by closely monitoring inventory level and replenishment of used spare parts for mechanical equipment and piping.
  • Ensure availability of spares and optimize inventory management in SAP.
  • Develop in house maintenance contractors and review annual maintenance contracts for parts/ service. Implement a contractor performance review/ management system.
  • Initiate, support and execute minor plant modification and improvement works
  • Acts as a technical representative for Mechanical Discipline - Participate in risk analysis, safety stops and provides documents as required
  • Work according to the BASF Management Guideline and functionally responsible for discipline related ISO 9001:2015 documentation requirements and implementing ISO 50001 energy management system.
  • Execute mechanical commissioning and plant start-up activities for new projects
  • Train and develop personnel in the mechanical maintenance team
  • Prepare monthly reports on major equipment failures, spare planning, budget consumption, availability of the plant and report to Engineering & Maintenance Manager on monthly basis.
  • Co-ordinate with vendors for hydro jetting, blasting, painting, Fibre reinforced plastic (FRP) repairs or new spools fabrication and installation, boroscope inspection, post weld heat treatment (PWHT), ferrography analysis for new and used oil, concrete tank repair works, chemical cleaning for plate exchangers.
  • Fulfil the following Environment, Health and Safety (EHS) responsibilities:
  • Ensure each work - considering the interests of occupational safety, health and environmental protection - is correctly and competently planned, prepared and executed.
  • Ensure subordinates receive clear instructions regarding the hazards and the associated preventive measures under which the operations will be carried out.
  • Ensure works are performed in accordance with Work Instructions and personal protective equipment (PPE) requirements.
  • Ensure approval of the relevant permit-to-work is obtained before any work activities are performed.
  • Identify and rectify sub-standard behaviour and/or conditions at the work area.
  • Ensure that tools and equipment are sued for their intended purpose, properly maintained and hazard-free.
  • Inspect workplace on routine basis for potential hazards and take appropriate action to eliminate them.
  • Ensures all contractors under his charge attend appropriate induction training, adhere to all contractual and statutory requirements and EHS requirements.
  • Ensure that any Plant changes/modifications are carried out in accordance with the Management of Change procedures
Requirements
  • Minimum Bachelor's degree in Mechanical Engineering
  • Minimum 2 -6 years of experience in Oil & Gas, Petrochemical & Chemical industry.
  • Experience in startup/commissioning of new downstream hydrocarbons process plants, debottlenecking, improvements, Change Management, CAPEX projects, and asset integrity management.
  • Experience in maintenance of utilities & turnaround Management in SAP R3 system with Preventive, Corrective and Breakdown work orders.
  • Good knowledge of Centrifuge, Vacuum Drier, Compactors, Steam Jets, Liquid ring Vacuum pumps, Dry Vacuum pumps, agitator Seals and Belt Filters.
  • Knowledge of Non-Destructive Testing (NDT) inspections like penetrant testing, radiography testing, thickness gauging, ultrasonic testing, high temperature phased array UT, Corrosion mapping and Corrosion under insulation.
  • Experience in maintenance of various types of rotating and static equipment's
  • Ability in preparation of bid specifications, Technical Bid analysis of the vendors and service providers in Singapore.
  • Good knowledge in Digitalization of processes.
  • Adept at Microsoft Office programs (Word, Excel, PowerPoint)
  • Well versed in MS Project, SAP, PI Process Book
  • Excellent communication skills with a focus on team building, problem-solving, and conflict resolution.
